Provision of TV Satellite Services for OSESGY at Yemen Offices

1. The Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) have a requirement to establish an agreement with a qualified company to provide, install and commission satellite TV receiving equipment and to provide a satellite subscription plan with on-site support if any problem arises with existing out-of-warranty installations for the OSESGY compound in Sana’a and in Aden. This Scope of Requirements (SoR) aims to define nature and minimum quality standards for the provision of the required equipment and services. OSESGY comprises two locations with subscriptions anticipated as follows: Aden (2) and Sana’a (3), and it may increase to cover up to 10 additional reception points.The contract is intended for an initial period of two (2) years with the possibility to extend the Contract for three (3) additional years (1+1+1), subject to an extension of OSESGY’s mandate, availability of funds and satisfactory performance of the Contractor. 2. The satellite TV system shall comprise the following equipment: i. Satellite dish antenna, outdoor type, min. 110 cm dia. Include mounting structure, adjustable brackets and accessories as required. ii. High-definition digital satellite receiver with the following features as a minimum: - Full HD 1080P - Multi-languages - USB Port - WiFi enabled - Personal Video Recorder - F-Male connectors and all required accessories iii. 9-input and 24-output satellite multi-switch, compatible with two Quattro Universal LNB Multi-switches with: - 8 SAT IF inputs + 1 Terrestrial input - 24 outputs - Power supply: built-in or separate Include all required mounting accessories, power connection to the nearest point, power wires, sockets and conduits, etc. iv. Quattro Universal HD digital LNB for satellite multi-switches, four-port output with signal types: - vertical high - vertical low - horizontal high - horizontal low Include F-Male connectors and all required accessories. v. Coaxial cable: ultra series - tri-shielded UL CL2 in-wall rated RG6 Digital Audio/Video differential with enhancement. Include PVC conduits or trunks, boxes and all other accessories. 3. Service shall include free channels and channels with yearly subscriptions in English, Arabic and French where available. As a minimum, the list of free channels shall include: - CNN, BBC World News, France 24 English, France 24 French, France 24 Arabic, Euronews, DW, RT English, RT Arabic, Al Jazeera English, Al Jazeera Arabic, Al Arabiya, Bloomberg, MBC 2, MBC Action, etc. As a minimum, the subscription channels shall include: - Sports channels such as Premier League, Spanish League, Italian League, wrestling, rugby, European League, etc. - Documentary channels such as National Geographic, BBC Earth, Al Jazeera Documentary, Animal Planet - Movie channels such as AMC HD, Fox, Star, etc. 4. This EOI does not constitute a solicitation. OSESGY reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to an EOI does not automatically guarantee that such company will be considered for receipt of the solicitation when issued. Specific Requirements/Information Requirements to be submitted during solicitation: - Company Registration: The Vendor shall submit a copy of a valid business registration as a service provider, certificate of incorporation or other document issued by the pertinent authorities. -Vendor shall confirm the provision of all labour, tools, equipment, materials and hardware for the satellite TV system installations and continuity of services at OSESGY compound locations in Yemen. - Vendor shall confirm response time to within 4 hours from receipt of calls. -Vendor shall confirm that the warranty period shall be minimum one (1) year for the satellite TV system, materials and equipment. The Vendor shall provide on-site support if any problem arises on existing out-of-warranty installation with an additional charge.
