Description

The proposed procurement concerns the construction of healthcare waste management facilities at Dollo Ado Hospital, Buramino, Heliweyni, and Kobe Refugee Camps in the Somali Region of Ethiopia. The project aims to strengthen safe healthcare waste disposal systems through the construction and installation of key waste management infrastructure, including healthcare waste incinerators with ash pits, sharp-pit concrete vaults with glass crushers, placental pits, solid waste disposal pits, and protective perimeter fencing around the facilities. 
The contractor will be responsible for all civil works, site preparation, excavation, masonry, reinforced concrete works, steel fabrication, installation, testing, commissioning, and final handover of the facilities. The contractor must also provide all labor, equipment, materials, transportation, supervision, health and safety measures, environmental management arrangements, and business continuity plans necessary for successful project implementation. 
The contract will be executed as a measured works contract, with mobilization required within 15 working days of contract effectiveness. All works must comply with applicable national and international standards, including EBCS, ASTM, Eurocodes, and British Standards. Environmental protection, occupational health and safety, waste management, and security requirements form key contractual obligations. 
The technical evaluation will be conducted in three stages. First, bidders must meet mandatory eligibility requirements, including valid construction licenses (GC/BC Grade 5 or above), tax compliance, minimum five years of operational experience, acceptance of UNHCR contractual conditions, attendance at a mandatory site visit, and evidence of financial capacity. 
Qualified bidders will then undergo a scored technical evaluation totaling 70 points, assessing corporate experience, methodology, work plans, personnel qualifications, health and safety management, and compliance with lot-specific technical requirements. A minimum score of 45/70 is required to advance to the financial evaluation stage. The final award recommendation will combine technical (70%) and financial (30%) scores. 
Overall Objective:
To establish durable and compliant healthcare waste management facilities in Dollo Ado refugee camps, ensuring safe treatment and disposal of medical waste while improving environmental protection, public health, and operational safety at UNHCR-supported health facilities.
