Call for External Collaborator – Support the development of National RPL framework and implementation guideline.

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultancy will provide technical assistance to the TVET Council of Uganda, with guidance from the National TVET RPL Technical Working Group, to develop a comprehensive National TVET Recognition of Prior Learning (RPL) Framework and accompanying operational guidelines. The assignment will begin with a rapid situational analysis of the current RPL landscape in Uganda, including a review of existing policies, practices, systems, and evidence related to coordination, quality assurance, financing, promotion, assessment, certification, and post-training support. The analysis will draw on secondary data, stakeholder consultations, and benchmarking against international good practices to identify strengths, gaps, and actionable recommendations. Building on these findings, the consultant will develop a National TVET RPL Framework and implementation guidelines. The consultant will facilitate multi-stakeholder consultations and validation processes to ensure ownership, relevance, and alignment with national priorities. The assignment will culminate in the delivery of a validated National TVET RPL Framework and operational guidelines to facilitate the integration of RPL within Uganda’s TVET system.
