Introduction

Saameynta Phase I, jointly implemented by IOM, UNDP and UN-Habitat, concluded in December 2025 and established important foundations for government-led, area-based solutions to protracted urban displacement.Saameynta Phase II has been launched and is moving into implementation, scaling up approaches that worked

under Phase I in Baidoa and Bossaso. The programme seeks to reduce displacement-related vulnerabilities by strengthening government and municipal systems, inclusive land governance and planning, climate-resilient services, sustainable livelihoods, and economic inclusion. Under Outcome 3, UNDP is responsible for strengthening displacement-affected cooperatives and improving their access to finance, with particular attention to women and youth. Access to appropriate finance remains constrained for displacement-affected households, producers, cooperatives and micro and small enterprises. Saameynta Phase II therefore seeks to move beyond stand-alone grants toward financing approaches that can leverage capital, strengthen local financial intermediation, share risk, and progressively mobilize additional public and private capital. The assignment will support UNDP to establish the institutional, operational and financial foundations for such an approach, while ensuring that the model is locally anchored and appropriate to Somalias fragile and displacement-affected context


Objective of the assignment:

The objective of the assignment is to design and prepare for operationalization a locally anchored innovative financing mechanism that expands sustainable access to finance for displacement-affected communities, cooperatives and enterprises, as a vehicle for economic inclusion and resilience in Baidoa and Bossaso. The assignment will strengthen selected cooperatives, develop fit-for-purpose financial products and operating systems, and establish a practical pathway for progressively leveraging local financial institutions, de-risking instruments, concessional finance, development finance and impact investment. The assignment is expected to move beyond a diagnostic study. It should leave behind strengthened institutions, operational tools and systems, financial products, and an implementable financing architecture that can be capitalized and scaled through subsequent programme implementation .
