Call for External Collaborator – Update the ILO Guide on National Action Plans for Youth, EMPLAB

The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The external collaborator will prepare the revised ILO Guide for the Preparation of National Action Plans on Youth Employment (NAP-YE 2.0), building on the 2008 edition and under the guidance of the ILO focal person. The revised Guide will follow the modular architecture and cross-cutting operational features set out in the Annex and will comprise: - a mandatory Core Module covering the full NAP cycle, from situation analysis to results-based monitoring and evaluation, updating Parts I and II of the 2008 Guide; – up to six Thematic Modules: (M1) NEETs; (M2) Meaningful Youth Engagement; (M3) Rights at Work for Youth; (M4) Apprenticeship and Work-Based Learning; (M5) Sectoral Approaches, including digital and green transitions; and (M6) Social Protection and Formalization; – an updated Toolkit of 12 practical instruments linked to the Core and Thematic Modules; and – two cross-cutting operational features: (A) Multi-Stakeholder Coordination for NAP Delivery; and (B) Pathways to Decent Jobs, covering wage employment, self-employment and entrepreneurship, and NEET re-engagement. The revised Guide will draw on relevant ILO resolutions, Conventions and published knowledge products. The ILO focal person will provide guidance on the ILO materials to be incorporated.
