Call for External Collaborator – Development of a Competency-Based CPD Tool for TVET Teachers, ILO Skills and Employability Branch / SKILLS

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: 1. Competency framework for TVET teachers: Develop a concise framework covering pedagogy/andragogy and learner-centred teaching; occupational/technical updating; competency-based training and assessment; blended delivery; short term courses and micro-credentials; OSH; digital and AI readiness; green and just transition; inclusion, equality, rights and safe learning; industry engagement, apprenticeships and work-based learning; reflective practice; and core competencies. Include competency descriptors and examples/evidence, using ISCED-F as appropriate. 2. Training Needs Assessment Tool: Develop teacher self-assessment, institutional needs assessment, and guidance for translating results into CPD priorities. Integrate evidence from practice, portfolios, assignments, observation, CPD and employer/learner feedback. 3. Policy and implementation guidance: Provide guidance on CPD governance and responsibilities; teachers organisations and social dialogue; CPD priorities; time and working conditions; work based learning, financing and equitable access; quality assurance; recognition, certification and RPL; monitoring and data systems.
