Independent final evaluation of the RBSA-funded intervention “Promoting the Creation of Quality Employment and Sustainable Enterprises in the Care and Related Sectors” – Republic of Moldova

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO is seeking an independent evaluator to conduct the final evaluation of an RBSA-funded intervention in the Republic of Moldova focused on gender equality, the care economy, women’s labour-market participation, women’s entrepreneurship and formalisation. The evaluator will assess relevance, coherence, effectiveness, efficiency, impact orientation, sustainability and the strategic/catalytic added value of RBSA funding. The assignment will include a desk review, inception report, theory-of-change and results analysis, stakeholder and beneficiary consultations, field verification where appropriate, preliminary findings debrief, and preparation of a draft and final evaluation report with lessons learned, good practices and actionable recommendations.
