Mid-Term Evaluation of the project “Preserving Ukraine’s Jewish Documentary Heritage, Honouring Collective Memory, Enhancing Knowledge and Access to Archives while Promoting Intercultural Dialogue.”

The UNESCO Antenna in Ukraine invites qualified national and international firms/entities to submit quotations for the provision of services to conduct a Mid-Term Evaluation of the European Union-funded project:

“Preserving Ukraine’s Jewish Documentary Heritage, Honouring Collective Memory, Enhancing Knowledge and Access to Archives while Promoting Intercultural Dialogue.”

The project is implemented by UNESCO over an initial period of 24 months, from February 2025 to January 2027, with a total budget of EUR 2,200,000. 

The evaluation will assess the project’s relevance, coherence, efficiency, effectiveness, sustainability and early impact, applying a gender-responsive and human rights-based approach. It will also identify lessons learned and provide evidence-based recommendations to inform the possible extension of the project for an additional two years and the potential expansion of its scope to the documentary heritage of other national minorities in Ukraine. 

The assignment is expected to start in late October 2026 and last approximately three months, with completion by the end of January 2027. The selected evaluation team will be expected to undertake a mixed-methods evaluation and provide, inter alia, an inception report, debrief presentation, draft and final evaluation reports, and a post-evaluation workshop presentation. 

Interested bidders should have demonstrated experience in project/programme evaluations, including relevant experience in cultural or documentary heritage, archives or related fields. The proposed team should include appropriate expertise in evaluation methodology, documentary heritage/archives, the Ukrainian context, gender-responsive evaluation and data analysis.
