Call for External Collaborator – National Consultant to develop a comprehensive, systematic and verifiable mapping of Viet Nam’s social assistance policy and legal framework, CO-Hanoi/SP Programme

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The assignment will undertake a comprehensive review, systematization and mapping of Viet Nam’s social assistance (SA) (policy and legal framework to support the development of the Law on SA. It will cover relevant Party orientations and resolutions, State policies, legislation and subordinate regulations, as well as programmes, schemes and policies related to SA. The work will identify, review and classify social assistance policies and legal provisions across the life cycle, population groups, types of risks and forms of assistance. It will cover regular and emergency SA, specific support policies, and measures responding to natural disasters, epidemics, climate change and socio-economic shocks. The assignment will also examine institutional and implementation arrangements, including financing, registration, data and payment mechanisms, and map the linkages between social assistance and other components of Viet Nam’s multi-tier social protection system. The assignment will apply desk and legal review, develop a comprehensive legal and policy inventory and mapping database, and produce analytical matrices and diagrams. Key outputs will include an inception report and finalized methodology, a legal and policy mapping database, mapping matrices and system architecture, and draft and final mapping reports. The final outputs will provide an analytical basis for subsequent assessment of policy implementation and for identifying policies to be retained, amended, consolidated, supplemented or codified under the future Law on SA.
