Call for External Collaborator – Legal, Regulatory and Administrative Assessment of Social Insurance Coverage for Own-Account and Platform Workers in Jordan, ILO Jordan Office

Dear Bidder, The International Labour Office (ILO) is seeking a national or international individual to undertake work as an External Collaborator aiming to support efforts to strengthen social insurance coverage for own-account and platform workers in Jordan. Below is a summary of the work to be performed: The assignment will build on previous ILO–World Bank work on social insurance coverage of own-account workers by updating the assessment of the relevant legal and regulatory framework, including developments since 2022 and the implementation of Article 46 of the Insurance Coverage Bylaw. It will also examine the legal and regulatory framework applicable to platform workers, with particular attention to transport-sector platform workers, drawing on relevant international experience and good practices to identify options for facilitating their social insurance coverage. In parallel, the consultant will assess the administrative processes through which own-account workers access and maintain social insurance coverage, including by mapping the user journey and identifying key administrative, procedural, informational and digital barriers. Based on these two strands of work, the consultant will develop practical and prioritised recommendations to strengthen effective access to social insurance coverage. The consultant will work closely with the Social Security Corporation (SSC), the ILO and other relevant stakeholders throughout the assignment and will present the findings and recommendations for stakeholder validation.
