SDG 4.1.1 Data Readiness Review and Support Mechanism
Call for partnerships - The UNESCO Institute for Statistics (UIS) is the official source of internationally comparable education statistics within the United Nations system and serves as custodian agency for Sustainable Development Goal (SDG) 4 indicators, including SDG 4.1.1.
SDG 4.1.1 measures the proportion of children and young people achieving at least a minimum proficiency level (MPL) in reading and mathematics at key stages of schooling. The Global Proficiency Framework (GPF) provides the international reference framework to support comparability across national, regional, and international learning assessments.
UIS seeks a not-for-profit Implementing Partner, with experience in learning assessment comparability, reporting methodologies, educational measurement, standard setting, proficiency frameworks; that shares UIS’s objective of strengthening the availability, comparability and use of national learning assessment data for SDG 4.1.1 reportingn. The assignment has two complementary objectives:
1) Objective 1: Independent Technical Review
Assess whether country-submitted evidence demonstrates alignment with the technical requirements for SDG 4.1.1 reporting, as contained in Criteria for use of an assessment to report on SDG 4.1.1.
2) Objective 2: Country Support and Learning, Capacity-building to applying national countries
Estimated start of activities: 1 December 2026.

UNESCO does not require any fees to participate in this Call.
The tender incorporates contract conditions/ KPIs that stipulate the verification of suppliers' environmental and social claims through “spot checks” and audit provisions.
