Title: Market Capacity Mapping, and Roster Development for Disability-Inclusive Suppliers in Yemen

1. BACKGROUND & CONTEXT

1.1 The Global Mandate: UNDIS

In 2019, the United Nations Secretary-General launched the United Nations Disability Inclusion Strategy (UNDIS) to drive sustainable and transformative progress on disability inclusion across all UN pillars. It mandates that UN entities mainstream the rights of persons with disabilities across operations, ensuring accessibility, inclusive procurement, and non-discrimination are embedded into project design and procurement processes.

1.2 UNOPS Commitment: Sustainable Procurement

As a central resource for procurement and infrastructure within the UN system, UNOPS leverages public spending as a powerful catalyst for positive social change. Under its Sustainable Procurement Framework, UNOPS Yemen is actively expanding and diversifying its vendor roster. We seek to partner with Disability-Inclusive Suppliers, Organisations of Persons with Disabilities, and specialised service providers—businesses that are owned by are providing specific accommodations for persons with disabilities ,have technical experience in universal design principles or providing disability-inclusive services

1.3 The Yemen Context: Building Back Better

Yemen faces one of the world's most complex crisis environments, with an estimated 4.5+ million people living with at least one disability. UNOPS Yemen is implementing critical urban and rural interventions across key infrastructure sectors: Health, WASH (Water, Sanitation, and Hygiene), Transport/Roads, and Renewable Energy.

1.4 UN Definition of Persons with Disabilities

"Persons with disabilities include those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others." United Nations Convention on the Rights of Persons with Disabilities (UN CRPD, Article 1)

2. Purpose of this Call

UNOPS Yemen is issuing this EOI to map local national (Yemen) market capacity, verify technical, and build a pre-qualified database of "Inclusion-Ready" vendors and service providers. 

⚠️ Mandatory Administrative Requirement:

All applicants must be registered on the United Nations Global Marketplace (UNGM) at Basic Level or higher (Registration is free at www.ungm.org).

3. DISCLAIMER & SUBMISSION INSTRUCTIONS 

This EOI does not constitute a formal solicitation. UNOPS reserves the right to change, modify, or cancel these requirements at any time during the process. Submitting a response does not guarantee that a firm will be contracted or automatically receive future solicitation documents (RFPs/ITBs). Contract awards will follow standard UNOPS Procurement Rules and Regulations.

الخلفية والسياق

التكليف العالمي: إستراتيجية الأمم المتحدة لإدماج ذوي الإعاقة (UNDIS)

في عام 2019، أطلق الأمين العام للأمم المتحدة إستراتيجية الأمم المتحدة لإدماج ذوي الإعاقة لتنفيذ تقدم مستدام وتحولي بشأن إدماج ذوي الإعاقة عبر جميع ركائز الأمم المتحدة. وتنص الإستراتيجية على أن تقوم كيانات الأمم المتحدة بإدمج حقوق الأشخاص ذوي الإعاقة في مختلف العمليات، وضمان تضمين إمكانية الوصول، والمشتريات الشاملة، وعدم التمييز في تصميم المشاريع وعمليات الشراء.

التزام مكتب الأمم المتحدة لخدمات المشاريع: المشتريات المستدامة

بصفته مورداً رئيسياً للمشتريات والبنية التحتية داخل منظومة الأمم المتحدة، يستغل مكتب الأمم المتحدة لخدمات المشاريع الإنفاق العام كمحفز قوي للتغيير الاجتماعي الإيجابي. وتحت إطار المشتريات المستدامة الخاص به، يعمل مكتب بونوبس (UNOPS) في اليمن بنشاط على توسيع وتنويع قائمة الموردين لديه. ونسعى للشراكة مع الموردين الشاملين للإعاقة، ومنظمات الأشخاص ذوي الإعاقة، ومزودي الخدمات المتخصصين—وهم الشركات المملوكة لأشخاص ذوي إعاقة أو التي تقدم التسهيلات للعمالة من ذوي الإعاقة، ولديها خبرة فنية في مبادئ التصميم الشامل أو تقديم خدمات شاملة لذوي الإعاقة.

السياق في اليمن: إعادة البناء بشكل أفضل

يواجه اليمن إحدى أكثر بيئات الأزمات تعقيداً في العالم، حيث يُقدر عدد الأشخاص الذين يعيشون مع إعاقة واحدة على الأقل بنحو 4.5+ مليون شخص. ينفذ مكتب بونوبس (UNOPS) في اليمن تدخلات حيوية في المناطق الحضرية والريفية عبر قطاعات البنية التحتية الرئيسية: الصحة، المياه والصرف الصحي والنظافة (WASH)، الطرق والنقل، والطاقة المتجددة.

تعريف الأمم المتحدة للأشخاص ذوي الإعاقة

"يشمل الأشخاص ذوو الإعاقة كل من يعانون من إعاقات بدنية أو عقلية أو ذهنية أو حسية طويلة الأجل قد تمنعهم، عند التعامل مع مختلف الحواجز، من المشاركة الكاملة والفعالة في المجتمع على قدم المساواة مع الآخرين."

الغرض من هذا الدعي

يصدر مكتب بونوبس (UNOPS) في اليمن هذا الإعلان لإبداء الاهتمام لرسم قدرات السوق الوطنية (اليمنية)، والتحقق من الجوانب الفنية، وبناء قاعدة بيانات مؤهلة مسبقاً للبائعين ومزودي الخدمات

يجب على جميع المتقدمين التسجيل في سوق الأمم المتحدة العالمي (UNGM) بالمستوى الأساسي أو أعلى (التسجيل مجاني عبر www.ungm.org).

لا يشكل إبداء الاهتمام هذا مناقصة رسمية، ويحتفظ مكتب UNOPS بالحق في تغيير أو تعديل أو إلغاء هذه المتطلبات في أي وقت أثناء العملية ،  كما أن تقديم الطلب لا يضمن التعاقد مع الشركة أو استلامها التلقائي لوثائق المناقصات المستقبلية (RFPs/ITBs). وتخضع العقود لقواعد ولوائح المشتريات المعمول بها في يونوبس UNOPS.
