Scope of Requirements

The objective of this tender is to select a single, highly qualified turnkey Contractor to undertake the complete engineering, design, supply, installation, commissioning, and long-term maintenance of the integrated hybrid energy and communication system at Raviravi Village, Beqa Island.

To ensure seamless system integration and single-point accountability, this tender is structured as a single, indivisible package. Bidders must submit a comprehensive, unified proposal covering both critical components:

  • Component 1: Solar Mini-Grid PV & BESS System
  • Component 2: Modular-Based Communication Systems with an Outdoor Wi-Fi Network.

Project Location:

  • Raviravi Village, Beqa Island, Fiji  (Coordinates: −18.374064,178.107267)

 Key Contractor Obligations:

  • Community Capacity Building: Provide comprehensive on-the-job training to designated Raviravi community technicians on the basic operation, preventive maintenance, and troubleshooting of both systems.
  • Long-Term O&M Contract: The successful Contractor will be required to enter into a mandatory Operation and Maintenance (O&M) agreement with the Fijian Government (or its designated entity) for a minimum period of five (5) to seven (7) years post-commissioning. This contract will be executed based on the O&M methodology and annual fees submitted within the bid.

  • Unified Turnkey Submission: Bidders must submit a single, comprehensive proposal covering all aspects of the capital works, combined with their multi-year O&M service delivery plan and transparent annual pricing.
