Scope of Works for Supply and Installation of Solar-Powered Water Well System in Al Kufra (Well No.1)

 

Project Description:

The objective of this project is to supply, install, test, commission, and hand over a complete solar-powered water pumping system for an existing water well in Al Kufra. The system shall provide a reliable and sustainable water supply through the utilization of solar energy, reducing dependency on conventional power sources and ensuring uninterrupted operation under local environmental conditions.

Location:

The water well is situated in Al-Kufra  municipality. The GPS coordinates are:

(24°0817.9"N 23°1313.3"E).

The purpose of this Scope of Works (SoW) is to define the requirements for the supply, installation, testing, commissioning, and handover of a complete solar-powered water pumping system, including all mechanical, electrical, civil, monitoring, and ancillary works necessary to achieve a fully operational system.

Scope of work

Site Assessment and Mobilization

The Contractor shall conduct a detailed site assessment, verify existing well conditions, confirm installation requirements, mobilize all personnel, equipment, tools, and materials, and establish all necessary temporary facilities for the execution of the works.

Well Inspection and Assessment

The Contractor shall inspect the existing well, verify well dimensions and depth, assess casing integrity, static and dynamic water levels, and confirm suitability for installation of the proposed pumping system.

Pump Supply and Installation

The Contractor shall supply, install, and commission a heavy-duty stainless-steel submersible pump complete with submersible motor, power cables, cable guards, safety wire, check valves, and all accessories necessary for reliable operation.

Rising Main and Pipework

The Contractor shall supply and install all rising mains, fittings, flanges, valves, supports, clamps, reducers, expansion joints, and accessories required to convey water from the well to the designated discharge point.

Solar PV System

The Contractor shall supply and install a complete photovoltaic solar power generation system including solar modules, mounting structures, cabling, connectors, combiner boxes, protection devices, and all accessories required for safe and efficient operation.

Solar Mounting Structure

The Contractor shall design, fabricate, supply, and install hot-dip galvanized steel structures suitable for desert environmental conditions and capable of withstanding local wind loads and climatic conditions.

Inverter and Control System

The Contractor shall supply and install a solar pumping inverter with maximum power point tracking (MPPT), variable frequency drive functionality, protection devices, monitoring systems, and control panels complete with all required accessories.

Electrical Works

The Contractor shall supply and install all power cables, earthing systems, lightning protection systems, cable trays, conduits, cable markers, protection devices, and electrical accessories necessary for the complete operation of the system.

Civil Works

The Contractor shall execute all required civil works, including excavation, grading, foundation construction, reinforced concrete bases, equipment plinths, cable trenches, backfilling, site restoration, and any ancillary civil works required for completion of the project.

Testing of Water Well

The Contractor shall perform pumping tests, drawdown measurements, water level monitoring, and operational assessments to verify well performance and suitability for long-term operation.

Testing and Commissioning

The Contractor shall carry out complete electrical, mechanical, hydraulic, and operational testing of the installed system, including performance verification, protective device testing, and system integration testing.

Performance Verification

The Contractor shall demonstrate that the system achieves the specified pumping capacity, operating head, and daily water production requirements under actual site conditions.

Training

The Contractor shall provide operation and maintenance training for designated operators and technical personnel, including practical demonstrations and instruction on system operation, troubleshooting, and routine maintenance.

Documentation and As-Built Drawings

The Contractor shall submit operation and maintenance manuals, equipment datasheets, warranty certificates, test reports, commissioning reports, and complete as-built drawings.

Defects Liability and Warranty

The Contractor shall provide a comprehensive defects liability period of not less than twelve (12) months and shall rectify any defects arising during this period at no additional cost to the Employer.

Training

The Contractor shall provide operation and maintenance training for designated operators and technical personnel, including practical demonstrations and instruction on system operation, troubleshooting, and routine maintenance.

Deliverables:

The primary outcome of this project is a fully operational solar-powered water supply system capable of delivering the required water quantity and pressure while ensuring safe, sustainable, and reliable operation under the environmental conditions of Al Kufra.

 

The Contractor shall provide:

·         Approved shop drawings.

·         Detailed work program.

·         Equipment datasheets and material submitting.

·         Factory test certificates.

·         Installation reports.

·         Pumping test reports.

·         Commissioning and performance test reports.

·         Operation and maintenance manuals.

·         Training records.

·         As-built drawings.

·         Warranty certificates.

Management, HSE and Environmental Requirements:

The Contractor shall implement all works in accordance with approved Health, Safety, Environmental, and Social Management requirements. This includes preparation and implementation of site-specific HSE, Waste Management, and Emergency Response Plans; provision of PPE; dust, noise, and waste control; protection of students, staff, and visitors; maintenance of safe access routes; compliance with accessibility requirements; and submission of all testing, commissioning, as-built drawings, O&M manuals, and staff training prior to handover. The Contractor shall coordinate closely with the University and Supervising Engineer to minimize disruption to academic activities and ensure full compliance with applicable regulations and good engineering practices.

Project Supervision, Monitoring, and Reporting:

Regular site meetings will be held on a weekly basis, with exceptional meetings scheduled as needed. The contractor will provide the following deliverables during the implementation of the project: a detailed breakdown of the installation program of work within one week of accessing the site, weekly reports, submission of all required shop drawings, and a site logbook for recording activities, including sample approval and quality forms for approval purposes.

Duration of the Project:

The project is scheduled to be completed within 120 calendar days from the site handover. All work must be completed within this timeframe, and any modifications or extensions must be reviewed and approved by the Engineer
