The City Government of Ilagan, through its Local Circular Economy Action Team, identified the establishment of the City of Ilagan Repair Alley (CIRA) as a priority intervention under the city’s Liveable City Through Circular Economy portfolio. CIRA is envisioned as a public market-based repair hub and a pilot implementation of the broader Materials Hospital concept initially proposed for the City of Ilagan.

The repair hub will be established in four stalls within the Admin Building of the City of Ilagan Public Market. The stalls will be operated by TESDA-trained graduates or other qualified local repair workers and will provide accessible repair services for shoes, bags, belts, leather goods, watches, small household items, electrical appliances, garments, textiles, and selected assistive devices. The facility will also support persons with disabilities by offering basic repair and replacement services for mobility-aid components, including quad-cane rubber tips, wheelchair wheels and casters, brakes, fasteners, grips, seats, and cushions.

The initiative is intended to extend the useful life of repairable household items, reduce waste generation, promote repair and reuse practices, create livelihood opportunities for local workers, and test the operational viability of a repair-based circular economy service before possible expansion into a larger Materials Hospital facility.

To operationalize the initiative, the City Government of Ilagan requested PHP 1,000,000.00 in starter support from the EU-PH Green Economy Partnership. The requested support covers shared tools and equipment, specialized repair tools, starter stocks and consumables, safety materials, signage, storage facilities, administrative forms, and other basic operating supplies. As its counterpart contribution, the LGU will provide and refurbish the four proposed public market stalls.

In response to the request, UNDP initiated RFQ No. UNDP-PHL-01035, covering the supply and delivery of various tools and equipment for CIRA. The procurement requirement is divided into eight lots:

  1. Furniture, fixtures, and storage
  2. Shared and general hand tools
  3. Shoe, bag, and leather repair supplies
  4. Watch and small-item repair supplies
  5. Electrical repair tools and mobility-aid parts
  6. Garment, textile, and mobility-seat repair supplies
  7. Safety and stall-operation materials
  8. Printing, forms, signage, and office supplies

Bidders may submit quotations for one or more lots but must quote the complete requirement of each selected lot. Partial quotations within a lot will be considered non-responsive. Award will be made per lot to the lowest-priced technically compliant offer, subject to the bidder’s eligibility, qualification, and full compliance with the technical specifications and contractual requirements.

The selected supplier or suppliers will be required to deliver the goods within 90 calendar days from contract signature under DPU, Delivered at Place Unloaded, Incoterms 2020, to the designated delivery location in the City of Ilagan, Isabela. Payment will be made within 30 days after complete delivery, successful inspection, written acceptance of the goods, and submission of the required payment documents.

Through this procurement, CIRA is expected to receive the essential tools, equipment, replacement parts, consumables, safety materials, and operational supplies necessary to commence repair services and serve as a practical demonstration of an inclusive, livelihood-oriented, and locally grounded circular economy initiative.
