Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will review and systematize existing ICM documentation, data and evidence; analyse key findings on social protection programme implementation; and assess the added value of ICM as a participatory monitoring, beneficiary-feedback and social accountability mechanism. The work will examine how ICM captures beneficiary perspectives, identifies implementation challenges and solutions, supports dialogue and follow-up, and links community-level evidence with programme management and policy dialogue. It will also document success stories, good practices and lessons learned, assess the role of civil society-led monitoring, and develop practical recommendations to strengthen the use, sustainability, independence and institutional relevance of ICM. The assignment will rely on the existing evidence base provided by PSCM-PS and will not require new primary data collection.
