REQUEST FOR PROPOSAL- Services for Vulnerability Assessment and Penetration Testing (VAPT) for the Digital Village Initiative (DVI) Marketing platform for Agrarian Reform Communities.

The Food and Agriculture Organization of the United Nations (FAO), through its
Technical Cooperation Programme (TCP), is providing technical support to the
Department of Agrarian Reform (DAR) for the development of Digital Agrarian Reform
Communities (DARCs). One of the project outputs is the development and deployment
of the ARBentahan Digital Platform, a digital marketplace and business support platform
designed to strengthen the market participation of Agrarian Reform Beneficiary
Organizations (ARBOs) and improve linkages with buyers and other value chain actors.
The ARBentahan Digital Platform consists of multiple digital components including
Progressive Web Applications (PWAs) for ARBOs and buyers, an administrative
dashboard for DAR offices, Application Programming Interface (API), databases,
document repositories, notification services, and reporting modules. The platform
processes organizational data, business records, transaction information, uploaded
documents, and user account information.
As the platform approaches deployment, DAR and FAO seek to ensure that the system is
resilient against cybersecurity threats and complies with applicable security, privacy,
and data protection standards. A comprehensive Vulnerability Assessment and
Penetration Testing (VAPT) exercise is therefore required to identify security
weaknesses, validate implemented security controls, and recommend corrective
measures before operational rollout.
