BACKGROUND
The United Nations Development Programme (UNDP) is supporting the Greater Visakhapatnam Municipal Corporation (GVMC) in the implementation of the Vizag-Prajamukhi Urban Living Lab (V-PULL) project, one of the winners of the 2025 Mayors Challenge.
The Visakhapatnam project aims to embed participatory community co-design as a permanent function of city government, enabling approximately 225,000 vulnerable residents in a low-lying, cyclone-exposed coastal city to continuously identify their most pressing climate risks and generate the solutions the city then backs and scales.
Visakhapatnam faces compounding climate hazards: seasonal flooding, intense cyclones, and worsening urban heat, with the communities in informal settlements and coastal zones carrying the greatest exposure and the least protection.
Conventional responses centrally planned drainage and early warning systems leave these communities as passive recipients of interventions designed without them. The result is a persistent mismatch between what the city provides and what residents need.
The project will institutionalize community-driven climate action by:
- Establishing the V-PULL municipal platform as a permanent co-design function of the city, staffed by a dedicated Core Working Team within GVMC, so the model survives beyond the project implementation period and can respond to new climate challenges.
- Scaling a portfolio of community-developed solutions to reach 225,000 vulnerable residents, including coastal plantation buffers to reduce storm surge, circular eco-livelihood enterprises that address flooding drivers while creating income for women, and peer-led behaviour change programmes.
- Positioning V-PULL for state-level institutionalisation with a long-term target of reaching approximately 2.2 million beneficiaries across the state.
UNDP is inviting a service provider to produce a series of art paintings on the walls of the city to promote behaviour change in waste management practices among residents at thirty (30) Garbage Vulnerable Points (GVPs) across the city. These are locations on public land, road margins, drain edges, vacant plots and road junctions where residents and small commercial establishments repeatedly dump household and trade waste outside the scheduled door-to-door collection system.
GVMC clears these points through repeated manual and mechanical removal. This is a recurring charge on the sanitation budget and it does not stop the dumping from resuming, because the behaviour that creates the point is not addressed. Waste accumulating at these locations also enters and chokes the stormwater drains, and is a direct contributor to localised flooding during the monsoon.
The murals are a behaviour-change instrument; a painted wall at, or immediately adjacent to, a GVP is intended to: (i) signal that the location is under active community ownership and observation; (ii) carry a clear, legible instruction on where and when waste should instead be handed over to the door-to-door collection vehicle or to the nearest designated secondary collection point; and (iii) make repeat dumping socially visible at the location. The approach rests on the observed effect that maintained and decorated public surfaces attract materially less dumping.
The content of the murals is generated by residents rather than supplied by the city. Concepts are sourced through a city-wide art competition held in Visakhapatnam and open to local students and artists. All entries received are placed before the V-PULL Core Working Team, which selects the six (6) strongest entries. Those six form the basis of the murals produced across the thirty sites. This links the intervention directly to the objective of the V-PULL project: residents identify a local problem, co-design the response, and the city delivers, maintains and where it works, scales it. Performance will be tracked against GVMCs existing sanitation grievance records and clearance frequency for the same thirty locations, which provide a pre-intervention reference for each site.
OBJECTIVE OF THE SERVICE
The objective of this contract is to produce a series of murals across 30 sites identified by the GVMC to promote citizen participation in the V-PULL project. The murals will be situated next to the thirty (30) Garbage Vulnerable Point (GVP) locations confirmed by GVMC. The specific behaviour, the murals are intended to promote, is the handover of household and trade waste to the door-to-door collection vehicle, or to the nearest designated secondary collection point, instead of dumping it at the GVP. The murals therefore support the V-PULL objective of reducing localised flooding and improving waste collection by acting on the behaviour that creates and sustains each GVP.
The total paintable surface area across the thirty (30) sites is estimated at approximately 16,000 square feet (approximately 1,490 square meters). Indicative width, height and access conditions for each of the thirty sites are set out in Annex 2 (schedule of sites).
Note: please note that Annex 2 will be provided during the first week after PO signature.
SCOPE OF WORK
The contract duration shall be ten (10) weeks from the date of commencement established in the Purchase Order.
The contract shall be implemented through the following seven (7) phases:
- Phase 1: Site Verification: complete physical site verification of all 30 locations, record implementation approach, establish baseline documentation, and submit Inception and Site Verification Report for approval.
- Phase 2: Art Competition: execute the city-wide art competition under CWT strategic direction, manage logistics, compile all entries, and submit Outreach & Competition Report with results to CWT for entry evaluation.
- Phase 3: Design Approval: develop six (6) finalist designs into painting-ready designs; adapt each to the five (5) sites in each tranche; prepare material and mobilisation schedule; submit Implementation and Design Plan for approval.
- Phase 4: Procurement of paint and materials: following approval of the mural designs, colour palette, confirmed wall dimensions, and consolidated material schedule, procure all paints, primers, coatings, consumables, tools and other materials required for execution of the thirty (30) murals. Submit the required manufacturer technical data sheets and safety data sheets and obtain GVMC/UNDP no-objection to the proposed materials before their use.
- Phase 5: Mural Production and Inspection: execute mural production in six (6) tranches of five (5) murals per week (weeks 4-9); inspect each tranche within three (3) working days of completion; rectify deficiencies within seven (7) calendar days; submit Tranche Acceptance Records.
- Phase 6: Final Completion: conduct final inspection of all thirty (30) murals with GVMC and CWT representatives; rectify any outstanding deficiencies; submit final completion report and all supporting documentation.
- Phase 7: Due diligence: Six (6) months after acceptance of the Final Completion Report, participate in a joint durability inspection of all thirty (30) murals with GVMC. Rectify, at the contractors own cost, any peeling, flaking, blistering, delamination, or abnormal loss of colour integrity attributable to workmanship or materials supplied. Following satisfactory completion of the durability inspection and any required rectification works, submit the Durability Inspection and Rectification Record for confirmation and release of the retention.
