The Food and Agriculture Organization of the United Nations (FAO), intends to pre-qualify a group of organizations in a timely manner, and potentially solicit proposals from them shortly thereafter.

The services/outputs being sourced are:

• Support the strategic planning and institutional capacity development of farmer based organizations and cooperatives to strengthen their ability to access, manage, and utilize productive inputs required for sustainable rice production in Dong Thap, An Giang, Can Tho and Vinh Long of the Mekong Delta. This includes enhancing financial management, internal control systems, governance, and business planning capacities.  
• Deliver training programmes for farmers, cooperatives, and other rice value chain actors on the identification, assessment, and development of green value chain opportunities covering climate resilience, environmental sustainability, resource efficiency, and emissions reduction that promote environmental sustainability and economic resilience.
• Provide technical and advisory support for workshops, farmer field schools, and related stakeholder engagement activities aimed at identifying opportunities and developing green rice value chains. This includes:

• Facilitating structured dialogue and contract negotiations between cooperatives and private sector partners such as   input suppliers, rice exporters, aggregators, processors, financial institutions, and off-takers to establish risk-sharing contractual arrangements;
• Supporting the design of pricing mechanisms that account for market volatility and other risks identified through value chain analysis;
• Promoting inclusive business models, with a particular focus on women-led and ethnic minority-led cooperatives, to help achieve participation targets of at least 30% women and 10% ethnic minorities in project-supported activities.

The key expected deliverables are: (1) 10 Business plans and trainings on productive input management for cooperatives; (ii) 3,000 farmers linked to formal off-take contracts; and (iii) Governance manuals for participating farmer organizations.
