Call for External Collaborator (National) – Internal Mid-Term Evaluation of the project “Eliminating Workplace Discrimination, Harassment and Child Labour in Lao PDR to Support Trade and Compliance”

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The International Labour Organization (ILO) seeks an experienced Evaluator to serve as Evaluator for the final independent evaluation of the “Eliminating Workplace Discrimination, Harassment and Child Labour in Lao PDR to Support Trade and Compliance” Project. The project aimed to strengthen respect for fundamental principles and rights at work in Lao PDR by promoting non-discrimination, preventing workplace violence and harassment, and eliminating child labour, thereby supporting compliance with international labour standards and inclusive, sustainable trade-led economic growth. The mid-term evaluation will assess the project’s relevance, design, efficiency, effectiveness, and progress toward achieving its intended outcomes and outputs during the first half of implementation. It will generate evidence-based findings, lessons learned, and practical recommendations to strengthen implementation, sustainability, and results during the remaining project period. The Evaluator will be responsible for the overall design and implementation of the evaluation, including methodology development, data analysis, and preparation of all deliverables. The assignment will involve a mixed-methods approach, including desk review, key informant interviews, and focus group discussions with migrant workers and stakeholders. The Evaluator will ensure the quality and timely delivery of all outputs, including the inception report, draft and final evaluation reports, and dissemination materials, in line with ILO evaluation standards.
