RFP-2026-15 Development of second-generation guidance and tools for HIV Response Sustainability and Transition.

The UNAIDS Sustainability Team invites proposals from qualified institutions or consortium to support updating the UNAIDS 2024 framework for HIV Response Sustainability, along with methods and operational guidance to advance HIV response sustainability and transition in countries. The second-generation guidance will reflect current developments, including the new Global AIDS Strategy 2026-2031, the changing financing landscape, and lessons learned from designing and implementing country HIV Response Sustainability and Transition Roadmaps and other sustainability and transition efforts
Key deliverables include:
Deliverable 1 - Revised Practical Guidance and Tools for HIV Response Sustainability and Transition Planning and Implementation.
Deliverable 2 - Practical Guidance enabling country teams and community organizations to integrate prioritized transition and sustainability actions into national HIV strategic plans (NSPs), multi-disease plans, health care reforms, and other relevant national planning and policy frameworks.
The work is expected to start on 1 November 2026 and to be completed by the end of January 2027
