Provision of Advanced Maritime Domain Awareness Software for UNODC

The United Nations Office on Drugs and Crime intends to establish a three-year Long-Term Agreement with qualified software publishers, solution providers and/or authorized resellers for the provision of commercial off-the-shelf maritime domain awareness software licences and associated services. The envisaged web-based solution will support maritime law-enforcement and information-fusion operations by enabling authorized users to monitor, analyse and assess vessel activity. Initial requirements are expected for Sri Lanka and Bangladesh, with the possibility of requirements from additional countries within the Regional Office for South Asia during the LTA period. The solution is expected to provide, at a minimum, capabilities for: • near-real-time vessel tracking in coastal and open-ocean areas; • visualization of vessel activity through customizable maps and dashboards; • use or integration of AIS, satellite imagery, radar and relevant open-source data; • access to vessel characteristics, registry information and historical movement data; • creation of areas of interest, watchlists, vessel lists and user-defined alerts; • identification and analysis of unusual vessel behaviour, including AIS transmission gaps, possible spoofing, loitering and potential at-sea transshipments; • dark-vessel detection or comparable remote-sensing capability; • risk analysis based on vessel history, ownership, cargo, operational patterns and relevant watchlists or sanctions information; and • reporting, data filtering and export of relevant analytical information.
