Description
This RFP refers to procurement of Consultancy Services for Provision of Design Service for Sanitary Landfill and Access Road in Badulla District, Sri Lanka (2 lots).
The United Nations Office for Project Services’ (UNOPS) mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.
Within these three core areas of expertise, UNOPS provides its partners with advisory, implementation and transactional services, with projects ranging from building schools, hospitals, administrative offices etc to procuring goods and services and training local personnel. UNOPS works closely with governments and communities to ensure increased economic, social and environmental sustainability for the projects we support, with a focus on developing national capacity.
Under the Health Information Quality Improvement (HIQI) Project, UNOPS in collaboration with the Ministry of Health in Sri Lanka aims to improve the IT infrastructure in 30 hospitals, including 20 base hospitals and 10 district general and teaching hospitals. This procurement focuses on the procurement of services to conduct site assessments and develop detailed drawings, with specific attention to accurate cable routing for the IT infrastructure.
The requirement is divided into two separate lots and proposals are being invited for individual contracts (lots) or for combination of contracts (lots). Offerors are allowed to submit one proposal, either for a single lot or for both lots. Proposal must cover 100% of the services specified for each offered lot.
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. New clarification added: Question:With reference to the requirement for “Experience working with local partners in Sri Lanka – minimum two (2) legal contracts” for Lots 1 and 2, please confirm whether, in the case of a Joint Venture between an international firm and a Sri Lankan firm, this requirement may be fulfilled by the Sri Lankan JV partner.In other words, can an international firm with no previous contracts in Sri Lanka participate if its Sri Lankan JV partner can demonstrate the required two legal contracts with local partners in Sri Lanka?Answer:The international service provider must have demonstrated experience in construction design. Similarly, the Sri Lankan service provider intending to enter into a Joint Venture (JV) must also have demonstrated experience in construction design.Both the international and Sri Lankan JV partners are required to meet this requirement. If either party does not have relevant construction design experience, the proposed JV will not be eligible.
