New clarification added: Question #1. We request UNMAS clarification concernign Bidder Eligibility for this RFQ, as we are an accredited supplier to the United Nations for Ballistic Plates, Carriers and Helmets as called for, and collaborate with internationally recognised manufacturers whose products are independently certified to NIJ 0101.04 Level IIIA and NIJ 0101.06 Level IIIA.As an international open RFQ the requirement of bidders "having to be legally registered in South Sudan" is making "A very unlevel playing field" - which is contra to the UN's procurement policy - and is potentially excluding compliant bids at more competitive prices?Answer # 1, Please note that this requirement is adjusted under the Bidder eligibility to read as; ''No nationalities are excluded from submitting a bid.Question # 2. White it is appreciated this may be an urgent requirement for the UNMAS team, the published close date for bid submission is extremely short - less than three (3) actual working days. In view of the amount of supporting commercial and technical data required, as well as the obtaining of sensible freight rates thanks to the volatile fuel prices caused by conflicts surrounding the Arabian peninsula and the Gulf of Hormuz. We request the UNMAS team give consideration to extending the close date until the 9th, October 2026.Answer # 2. Please note that the standard solicitation period for an RFQ is 5 days. With an additional 2 days added, the updated submission deadline is now 1 October 2026.Question #3. End User Undertakings - as the UNMAS team is aware the goods requested are subject to Export Licence Controls. In the event of an award we would require the UNMAS team to provide necessary End User Undertakings (EUU) to support the export licence application. Please confirm UNMAS would provide necessary End User Undertakings?Answer # 3. Yes, EUC undertaking will be issued as applicable done.
