United Nations Capital Development Fund (UNCDF), the UN’s flagship catalytic blended financing platform, supports market development by enabling access to finance in high-risk environments through financial instruments, mechanisms, and advisory services. With a unique mandate, UNCDF blends and deploys grants, loans, and guarantees alongside related advisory support.

The Local Climate Adaptive Living Facility Plus (LoCAL-Plus) 2026–2032 is a global multi-country project that focuses on Least Developed Countries (LDCs), Small Island Developing States (SIDS), and African nations to accelerate locally led climate adaptation. The project strengthens public financial management systems and mobilizes public and private climate finance to the local level through two complementary financing windows: fiscal transfers to local governments and innovative market finance. LoCAL aligns with National Adaptation Plans (NAPs), Nationally Determined Contributions (NDCs), the Sustainable Development Goals (SDGs), and the Paris Agreement, fostering inclusive, resilient, and green local economies through performance-based grants, technical assistance, and by catalyzing market-based investments in climate adaptation through targeted derisking mechanisms and financial instruments
