Call for External Collaborators: International Consultant to Support Consultations and the Development of a New Public Private Partnership Proposal

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will review available evidence, prepare a situation analysis and stakeholder-consultation plan, support and accompany up to two in-person missions by relevant ILO HQ specialists to Türkiye, and facilitate complementary online consultations as required. Based on the evidence, consultation findings and ILO technical guidance, the consultant will revise a PPP proposal draft and finalize a results-based project proposal using the applicable ILO PPP Project Document template and corresponding technical annexes. The assignment is expected to require approximately 25 non-consecutive working days between 12 October 2026 and 31 January 2027.
