Long term agreement for provision and distribution of heating fuel at the United Nations Global Service Centre (UNGSC), Brindisi - Italy

The United Nations Global Service Centre (hereafter referred to as UNGSC), situated within the Italian Air Force compound (Aeroporto Militare “O.Pierozzi”) at Piazza Generale Del Vento, No. 1 – 72100, Brindisi, Italy, requires a long-term contract for the provision and distribution of heating fuel for its exclusively used buildings on an “as and when requested basis”. Contract duration The Contract duration is for an initial periof of three (3) years with the possibility to extend it for two (2) additional years of one year each (3+1+1). Estimated quantities Estimated annual provision of up to 65,000 liters of heating fuel, to be supplied in deliveries ranging from a minimum of 1,000 liters to a maximum of 30,000 liters per delivery, to the dedicated fuel tanks serving fifteen (15) buildings at the UNGSC. Authorizations and conformity to laws and regulations The Contractor shall be duly authorized to operate an Excise Fuel Warehouse (“Deposito Fiscale Carburanti”), in accordance with the provisions of the Excise Duty Consolidation Act (Legislative Decree No. 504/1995), in particular Articles 23 and 25, including its subsequent amendments (e.g. Legislative Decree No. 48/2010 implementing Directive 2008/118/EC), and in compliance with Law No. 205/2017 (Art. 1, paragraphs 937–943) and further national legislation. All vehicles employed by the Contractor for these services must conform to applicable Italian and international road traffic laws, regulations, and health & safety legislation. The Contractor shall provide all services in accordance with the terms and conditions of the Contract and shall comply, at a minimum, with the following applicable laws, regulations, and standards: ‐ Italian Legislative Decree No. 81 dated April 9, 2008 ("Testo unico sulla sicurezza"). ‐ Italian Legislative Decree No. 152 dated April 3, 2006 ("Testo unico sull’ambiente"). ‐ Italian Legislative Decree No. 504/1995 – Testo Unico delle Accise ‐ Italian Legislative Decree No. 35/2010 ‐ Italian Law No. 205/2017 (Budget Law 2018) ‐ D.P.R. No. 151/2011 and subsequent amendments. ‐ Directive 2008/118/EC ‐ Directive 2003/96/EC - Energy Taxation Directive ‐ Regulation (EC) No. 1907/2006 (REACH) ‐ Regulation (EC) No. 1272/2008 (CLP); ‐ European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) ‐ EN – European Standards. ‐ ISO - International Organization for Standardization Delivery time The Contractor will be requested to commence each delivery service within two (2) calendar days after receipt of the relevant order. Vehicles employed in the execution of the service The Contractor shall provide appropriate vehicles and equipment equipped with calibrated volumetric meters (digital or mechanical) for the transportation and distribution of heating fuel. All vehicles and equipment used by the Contractor shall comply with all applicable Italian road traffic laws and safety regulations and be duly authorized for the transportation of fuels, in full compliance with the provisions of Legislative Decree No. 35/2010, implementing Directive 2008/68/EC on the inland transport of dangerous goods, and with the ADR (European Agreement concerning the International Carriage of Dangerous Goods by Road), as subsequently amended and updated. Insurance for the service execution The Contractor shall maintain valid Third-Party Liability Insurance (Commercial General Liability Insurance), including coverage for bodily injury, property damage and environmental damage arising from the transport, handling, delivery and unloading of heating fuel, with a minimum coverage limit of EUR 500,000.00 per occurrence. This REOI does not constitute a solicitation. The UNGSC reserves the right to change or cancel the requirements during the REOI and solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee that your Company will be considered for receipt of the solicitation documents when issued. Vendors interested in participating must be registered with the United Nations Secretariat through the United Nations Global Marketplace (UNGM) at a minimum of the Basic Level. Only vendors registered at this level will be eligible to participate in the subsequent Invitation to Bid (ITB) stage. Vendors with any of the following attributes are strongly encouraged to submit an Expression of Interest: (a) Disability-inclusive organizations; (b) Demonstrated commitment to gender equality; (c) Recognized woman-owned businesses; and (d) Vendors from developing countries, countries with economies in transition, or least developed countries. Interested vendors must demonstrate the technical expertise, relevant experience, and capacity required to deliver the services. Only vendors that meet the qualification requirements will be invited to participate in the tender process.       Specific Requirements/Information In order to be eligible for the award, the Vendor must be registered with the UN Secretariat through the United Nations Global Marketplace (UNGM) for the required Level of Registration, which is "Level 1" before the award of the Contract.
