Emergency Procurement: Supply of power cables to Ukraine

New amendment added #1: Dear BiddersPlease be informed that the below amendment is made for the RFQ requirements (Criteria):As previously clarified in response to the request for clarification the Criteria 1.6 is now amended to be read as follows: “The Contractors as well as the Equipment using materials and components covered by the Cabinet of Ministers of Ukraine Decree No. 187 (3 March 2022) and Decree No. 1178 (12 October 2022), will be ineligible and otherwise excluded from procurement process. Bidders must provide the Declaration of compliance with Resolutions of the Cabinet of Ministers of Ukraine (provided in the "Documents" section of this RfQ) and also the scheme of its ownership, including disclosing the ultimate beneficiaries, to demonstrate compliance”.Please check the amended criteria in the Criteria section.Thank you.

New clarification added: Dear UNOPS Team,Kindly note that we hereby express our interest in participating in tender RFQ/2026/64591 – Emergency Procurement: Supply of Power Cables to Ukraine.In order to allow us sufficient time to prepare a fully compliant and competitive offer, we kindly request an extension of the submission deadline by two weeks.We would highly appreciate your consideration of this request and look forward to your confirmation.Dear BidderThank you for your request.This is emergency procurement and the deadline for submissions can not be extended.Thank you for your understanding. 

New clarification added: Kindly clarify the qualification requirements for a Joint Venture/Consortium/Association under RFQ/2026/64591.For requirements Q1 and Q2, namely at least three years of relevant supply experience and at least three similar contracts in Ukraine or EU/EEA countries, may these requirements be satisfied collectively by one or more members of the JV/Consortium, or must each individual member independently satisfy them?Thank you.Dear BidderThank you for your request. As specified in the RFQ Particulars (Evaluation method details) “In the case of a Joint Venture, each member of the Joint Venture must be compliant with the eligibility and qualification criteria specified in this RFQ and will be independently evaluated for such compliance”, so in the case of JV each individual member must satisfy the requirements independently.Thank you.

New clarification added: Please clarify the meaning of the below :I quote As provided by Art. 3.3 (a) of the UNOPS Procurement Manual, the Contractors as well as the Equipment (cogeneration units) using materials and components covered by the Cabinet of Ministers of Ukraine Decree No. 187 (3 March 2022) and Decree No. 1178 (12 October 2022), will be ineligible and otherwise excluded from procurement process. Bidders must provide the Declaration of compliance with Resolutions of the Cabinet of Ministers of Ukraine (provided in the "Documents" section of this RFQ) and also the scheme of its ownership, including disclosing the ultimate beneficiaries to demonstrate compliance.Unquote Do you mean in case we , as bidder ,or the company we are authorized to submit their product (Manufacturer ) we both need to be registered ?  If so then you limited the bidders to Ukranian suppliers and no need for us to submit ,please clarify .Dear BidderThank you for your request. There is a typo in the criteria 1.6 quoted. The criteria 1.6 must be read as follows: “The Contractors as well as the Equipment using materials and components covered by the Cabinet of Ministers of Ukraine Decree No. 187 (3 March 2022) and Decree No. 1178 (12 October 2022), will be ineligible and otherwise excluded from procurement process. Bidders must provide the Declaration of compliance with Resolutions of the Cabinet of Ministers of Ukraine (provided in the "Documents" section of this RfQ) and also the scheme of its ownership, including disclosing the ultimate beneficiaries, to demonstrate compliance”.The criteria 1.6 does not require the Bidder or manufacturer of the equipment to be registered in Ukraine and is not limiting the market to Ukrainian suppliers.
