Description

The World Health Organization (WHO) Country Office in Ukraine invites you to submit your proposal for the tender procedure: RFP 2026/EURO/UKR/0220. Conducting Mass Casualty Management Trainings and Full-Scale Facility-Based Mass Casualty Incident Simulation Exercises.

WHO Country Office in Ukraine is looking for a reliable provider of the services for the organization of SimEx and MCM trainings, to take place in November 2026 and throughout April 2027.

You will find all required details in the attached documents.

If you are interested in submitting a proposal in response to this RFP:

  • Please acknowledge receipt of this RFP by completing and returning the Letter of Intent in Annex A, indicating your intention to submit a proposal or not, no later than September 28, 2026.
  • Please submit any requests for clarification no later than 18:00 (Kyiv time) on October 02, 2026.
  • Please prepare your Technical and Financial Proposals in accordance with the requirements and procedures outlined in this RFP and submit them in two separate emails no later than 18:00 (Kyiv time) on October 09, 2026.

The list of documents to be provided as part of the proposal is indicated in Annex C of the RFP.

Please note that list of WHO-certified instructors will be provided upon request to those companies which expressed their interest to participate in this tender procedure.
