New amendment added #2: Amendment to extend the deadline until October 26, 2026.

New clarification added: Q14: Registry: does UNOPS now hold an account in the CADO SAF Registry or other registries like the SAFc Registry or the RSB Registry, or should the certificates be retired by the supplier with UNOPS named as beneficiary?A14: UNOPS doesn't hold an account in any registry. The certificates will have to be retired by the supplier on UNOPS behalf.Q15: Certification: is a SAFcE backed by a PoS issued under ISCC EU acceptable, provided the producer holds an ISCC CORSIA certification (or other ICAO-approved SCS) at the time of delivery? Or must the PoS itself be issued under a CORSIA scheme?A15: No, it is not sufficient that the producer holds a CORSIA ISCC certification. The batch and relative PoS must also be issued under a CORSIA scheme.Q16: Double claiming: can you confirm that the airline's use of the corresponding Scope 1 attribute (called or known as SAFcA) under the EU ETS is compatible with the declaration of no double claiming, as long as the Scope 3 attributes are claimed exclusively by UNOPS?A16: Yes, that is confirmed.Q17: Price structure: in the event of an award below the -10% variation, may bidders indicate a volume-dependent unit price in Form B, or should only a single unit price be quoted?A17: The award will be within + or - 10% of the quantity required. Only a single unit price should be quoted.Q18: Timing: what is the expected date for the PO/contract signature? This determines the vintage window (12 months before the PO) and the two-week retirement period. As these products follow daily trading practices, certificates are generally offered and exchanged within a short timeframe, and prices and availability can move significantly during the offer validity period. We would therefore appreciate any indication you can provide regarding the expected timing of the award and PO/contract signature.A18: The expected date for the PO/contract signature should be within one month of the evaluation closing. It also depends on how fast the awarded supplier are at providing us with the necessary information.Q19: Supplier identity: may the name of our certificate supplier be kept confidential in Forms B and C and disclosed to UNOPS upon request?A19: That is not possible, as UNOPS needs to be able to verify the producer name against the list of CORSIA-certified economic operators and associated batches of SAF production, to confirm the validity of the bid.

New clarification added: Q13: We would appreciate your guidance on Technical Requirement 5, which calls for a Proof of Sustainability (PoS) for every batch underlying the offered volume. In the book-and-claim system, the PoS is issued by the certified fuel supplier as part of the physical supply chain. It is submitted to the registry when the certificates are issued, where it is validated and recorded to prevent double counting. As a certificate intermediary, we receive the certificates rather than the original PoS, which remains with the fuel supplier and contains commercially sensitive information. In this context, could you please let us know what options would be acceptable to UNOPS to meet this requirement? In particular, we would like to understandwhether documentation other than the original PoS could be considered, and if so, which;whether this documentation must be provided at the time of submission, or may be provided upon award or delivery.A13: Where the original Proof of Sustainability cannot be provided due to commercial confidentiality, UNOPS will accept derivative documentation specifically designed as buyer-facing evidence, such as an Emissions Statement issued from a recognised SAF registry where the primary evidence is stored, linked to the unique SAFR ID.

New clarification added: Q11. Which mandatory documents (form/content) are you requesting here?: Document name : Certificates are from CORSIA eligible fuels (CEF); Document name : Declaration of no-double-claiming provided.A11. UNOPS does not mandate a specific format, as long as the information listed in the technical requirements is fully provided. - The declaration of no double claiming is a self-declaration, bidders may provide a formal declaration summarising all requirements, alongside the Emissions Statement. - The certificates must be based on CORSIA eligible fuel (CEF) - i.e. produced by suppliers certified under ICAO’s Sustainability Certification Schemes (SCS) at the time of delivery. As of June 2026, the following were ICAO approved SCS: RSB, ISCC, ClassNK SCS and BonsucroQ12. Which mandatory document (form/content) are you requesting here as the original PoS may not be shared since it is a legal document that contains a much larger volume than the smaller batch subvolume that you are requesting?: Document name : Proof of Sustainability (PoS) provided for every batch underlying the offered SAF volume.A12. Where the original Proof of Sustainability cannot be provided due to commercial confidentiality, UNOPS will accept derivative documentation specifically designed as buyer-facing evidence, such as an Emissions Statement issued from a recognised SAF registry where the primary evidence is stored, linked to the unique SAFR ID.

New clarification added: Q10: Additionally to what we requested for clarification, we already hold a General Holding Account in the SAFc Registry. Please confirm that it is acceptable for the bidder to receive the SAFcE from the SAF producer by in-registry transfer and then permanently retire them in the bidder's account on behalf of, and in the name of, UNOPS. The retirement statement and unit IDs would serve as proof of cancellation.A10: Yes, this is acceptable. The transaction must be recorded in UNOPS name in a recognised Sustainable Aviation Fuel registry.

New clarification added: Q3: Converting certificates to CO₂e. Should the unit price be per SAFcE (one tonne of neat SAF) or per tonne of CO₂e reduced? If the price is per SAFcE, how will UNOPS convert certificates to CO₂e to confirm the 145 t target? Should bidders use the actual lifecycle emissions value shown on each batch's Proof of Sustainability, or the CORSIA default value? Should the baseline be the CORSIA fossil jet fuel baseline of 89 gCO₂e/MJ? Should bidders state the resulting tCO₂e per SAFcE in their offer?A3: The price provided should be expressed in terms of tonne of CO₂e reduced. The baseline for the LCA reduction calculations should be the CORSIA 89 g CO2e/MJ fossil fuel baseline. To calculate the CO₂e reductions delivered by the batch of SAF offered, bidders can use the total lifecycle emission value reported on the Proof of Sustainability, as certified under the applicable ICAO-approved Sustainability Certification Scheme.Q4: Maximum age of the certificates. Form C (Technical Quotation, item 2) says SAFcE must be issued or unbundled no more than 24 months before the PO. Section II (item 8) says 12 months. Which applies?A4: We have amended the tender to correct the information, and confirm that: SAFcE must be issued or unbundled no more than 12 months prior to the placement of the PO.Q5: Quantity variation. Forms B and C say UNOPS may vary the quantity by ±30%. Section II and the Tender Particulars say ±10%. Which applies?A5: ±10% appliesQ6: Form references. The Returnable Bidding Forms carry the reference RFQ/2025/60185. Should bidders put RFQ/2026/64721 on all forms? Will an updated version of Section III be issued?A6: We have amended the tender including the returnable bidding forms. Please use the updated ones.Q7: Reselling certificates. Can a bidder offer SAFcE sourced from a third-party SAF producer or certificate holder, named as a supplier or subcontractor in Form B? In that case, is it acceptable for the certificate holder to transfer and retire the certificates directly in UNOPS's name in the registry? Or must the bidder hold the certificates in its own registry account before retirement?A7: Both modalities are acceptable to UNOPS. The bidder remains responsible for the timely and correct permanent retirement of the credits, and their overall compliance with the technical specifications.Q8: Confidential information in the Proof of Sustainability. Can supplier-confidential commercial details (for example, counterparties or volumes unrelated to this transaction) be redacted from the Proof of Sustainability documents, provided the batch ID, certification scheme, feedstock, lifecycle emissions value and methodology are shown in full?A8: It is allowed to redact information stricly limited to supplier-confidential commercial details and volumes unrelated to the batches offered under this tender. All relevant information necessary for UNOPS verification of compliance purposes - including environmental attributes, the emission reduction methodology and calculations, the feedstock type, origin, conversion process and any other - must be provided in full.Q9: Extension of the submission deadline. We respectfully request a two-week extension of the submission deadline, from 30 September 2026 to 14 October 2026, 10:00 UTC.A9: The tender has been amended to extend the deadline by 2 weeks.

New clarification added: Q1: In te prepopulated Technical Quotation Form C you mention: SAFcE issued or unbundled no more than 24 months prior to the placement of the PO, while in Section II Schedule of Requirements it states: SAFcE must be issued or unbundled no more than 12 months prior to the placement of the PO. Which one is correct?A1: We have amended the tender to correct the information, and confirm that: SAFcE must be issued or unbundled no more than 12 months prior to the placement of the PO.Q2: Is it correct that for the Technical specifications for goods – Comparative Data Table only "Details of Service Offered" need to be provided if any of the previous colum answers is "No" ? A2: The previous column question is "Is quotation compliant? ". If your answer is no, meaning you confirm that your quotation is non-compliant, then we are not sure why you are bidding as you already know that your offer is non-compliant and therefore will not be selected. Details of Service Offered needs to be filled out regardless, including for compliant offers.
