Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The evaluator will design and implement the Mid-Term Evaluation of the project, assessing progress towards intended outcomes, achievements to date, challenges, and opportunities for improvement. The assignment includes a desk review of project documents, development of an evaluation methodology and work plan, and collection and analysis of qualitative and quantitative data through stakeholder consultations, interviews, focus group discussions, surveys, and field visits as required. The evaluator will assess the project's relevance, effectiveness, efficiency, coherence, sustainability, and prospects for achieving planned results, while identifying lessons learned, good practices, and factors affecting implementation. The evaluator will validate preliminary findings with key stakeholders and prepare inception, draft, and final evaluation reports that present evidence-based findings, conclusions, and actionable recommendations to support project management, learning, accountability, and strategic decision-making for the remainder of the project implementation period.
