The overall objective is to develop, in close consultation with the Government, a technically sound, legally coherent and operationally feasible regulatory and institutional framework for the implementation of the IEI and for the transparent, accountable and environmentally effective management and application of its revenues.  This framework should aligned with international good practices in environmental taxation and public revenue management
