REQUEST FOR EXPRESSION OF INTEREST (EOI) for Provision of Transport Services from WFP Warehouses in Kabul, Jalalabad, Mazar, Faizabad, Herat & Kandahar to final delivery points across Afghanistan
Background
1.The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience across the world.
B. Objective
2.WFP Afghanistan seeks reputable and legally registered service providers for Inland Transportation services.
3.This request for Expression of Interest (EoI) aims to identify qualified service providers to provide transportation services. WFP Afghanistan invites eligible transporters to express their interest in providing the requested services.
C. Service Requirement
4.Transportation of food commodities (e.g., cereals, pulses, edible oils, blended foods, etc.) packaged in bags, carton and tins as well as Non-Food Items (NFIs) to districts and villages inside Afghanistan.
5.This request for EoI serves as the initial step in the first stage of the shortlisting process.
6.After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.
D. Eligibility Criteria
7.The main evaluation criteria for shortlisting are as follows:
1.Minimum 3 years of experience in provision of transport services in Afghanistan
2.Legal status to conduct the needful services in Afghanistan such as possession of valid business license issued by the Ministry of Commerce, specifically for transportation services and possession of “Transport Activity Permit” issued by Ministry of Transport.
3.Demonstrated familiarity with the geographical and road terrain of the operational areas, including knowledge of the local transport market and associated logistical challenges.
4.Proven Financial Capacity demonstrated through:
•Audited financial statements for the most recent financial year showing a minimum annual turnover of AFN 10 million; or
•Bank statements for the previous 12 months demonstrating sufficient liquidity and financial capacity.
5.Most recent Tax clearance certificate
6.Bank account details
7.Operational Office in Afghanistan
How to prepare and submit your Expression of Interest
8. In order to participate in the pre-qualification exercise, companies are required to provide the following:
• Letter of Expression of Interest with official letterhead
• Filled and signed WFP Logistics Services Questionnaire (Annex-1)
• Supporting documents
o Business License issued by Ministry of Commerce
o Transport Activity Permit issued by Ministry of Transport
o Copies of contracts demonstrating at least three years of relevant experience
o Financial statements and audited book of accounts for the year 2023, 2024 & 2025
o Bank account statement for the past 12 months
o Reference from major clients
o Vehicle document registration
• Signatory by the authorized company representative and company stamp.
9. All documents should be presented in English, Dari or Pashto.
10. All supporting documentation listed above shall be prepared in accordance with the instructions
provided and sent by email to kabul.logistics@wfp.org; all documents will be treated as strictly
confidential and will not be made available to the public.
11. WFP will not consider incomplete or unsigned submissions as well as submissions after the stipulated
deadline.
12. This request for EoI is not an invitation to tender nor does it imply automatic selection to WFP’s
shortlist. No rates/prices are required at this stage, and this invitation does not bind WFP to issue
any tenders or contracts to the companies expressing their interest. Furthermore, WFP reserves the
right to change or cancel this process or any of its requirements at any time during the process.
