Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO, through the EU-ILO Technical Assistance Facility on the implementation of the Youth Guarantee in the Western Balkans – Phase III (YG TAF III), is seeking an External Collaborator to assess progress in the implementation of the Action Plan for the Establishment of Interoperability between Selected Information Systems and Databases in Montenegro and provide practical recommendations for further strengthening the interoperability of the Employment Agency of Montenegro (EAM) information system. The assignment will review the implementation status of measures foreseen in the Action Plan, assess current operational interoperability and data-exchange arrangements between EAM and relevant public institutions and registers, and identify remaining legal, organizational, semantic and technical gaps, bottlenecks and dependencies. Based on the findings, the External Collaborator will develop prioritized recommendations and a forward-looking implementation roadmap, including, where relevant, interoperability improvements supporting EAM functions relevant to Youth Guarantee implementation. The External Collaborator will work remotely and in close coordination with the ILO, EAM, the responsible Ministry and other relevant institutional counterparts. The assignment is home-based and no travel is foreseen.
