RFP_010_2026 National Consultancy Firm to produce an accessible video on "Understanding the UN CRPD LAO PDR Efficiency and Accessibility of Public Services (LEAP) Project Contract duration 5 Months 
SCOPE OF WORK 
The tasks of this consultancy are as follows: 
Task 1: Content Development and Pre-Production 
  • Review CRPD content and relevant national materials in coordination with NCPD and UNDP;
  •  Review UNDP, partners and donors branding guidelines 
  • Develop a concept note, visual storyboard, scripts and workplan outlining narrative, format, and production approach in consultation with NCPD and UNDP; 
  • Ensure consultation with at least 2 OPDs and adherence to the principle of "Nothing About Us Without Us." 
  • Identify and coordinate with interviewees, spokespersons, and filming locations, as required, to ensure that all necessary 
logistical arrangements are in place prior to the filming 
Task 2: Video Production 
  • Produce a high-definition video including versions suitable for both horizontal and vertical (mobile) formats (maximum 5 minutes) in Lao with English and Lao subtitle versions, with Lao Sign Language. 
  • Conduct filming, including interviews and supporting visuals, with Lao Sign Language interpretation integrated into the VIDEO. 
  • Develop narration aligned with CRPD terminology and guidance from UNDP and NCPD 
  • Integrate simple animations and graphics to communicate key concepts clearly 
  • Facilitate a pre-testing consultation with a mixed group of stakeholders, including OPDs, to validate the videos ability to engage audiences.   
Task 3: Finalization and Delivery 
  • Submit draft video for UNDP and NCPD review 
  • Revise based on feedback • Deliver final video optimized for online and broadcast platforms 
  • Provide all final and editable source files Accessibility The final video must meet accessibility standards, including: 
  • Lao Sign Language (LSL) interpretation integrated into the frame 
  • High-contrast Lao and English subtitles (embedded and SRT files) 
  • Audio clarity and, where relevant, audio descriptions 
  • Easy-to-understand visual content and simplified graphics Technical Requirements for Lao Sign Language (LSL)  LSL interpreter occupies at least 25% of the screen 
  • High-contrast, non-distracting background • Proper lighting to ensure visibility of facial expressions and hand movements 
  • Appropriate positioning to avoid overlapping with subtitles or visuals 
  • Synchronization between spoken content and LSL interpretation Further information Bidders are referred to the project document for further detailed information, which also forms an integral part of this TOR. TOR changes may arise based on priorities of UNDP and NCPD, and will be:
  • Discussed and agreed with the Consultancy firm in advance, 
  • Formalized through written communication, ensuring they remain within the overall objectives and level of effort of this assignment,
  • Reflected in updated workplans, deliverables, or timelines as necessary. This clause is intended to ensure that the consultancy remains responsive and relevant to evolving project needs while maintaining fairness and clarity for all parties.
