New clarification added: Clarification Note No. 1Question No. 1: Is the V-shape drain to be constructed in concrete? If so, can you kindly provide details, if not, please provide the essential details. Answer: No, the V-shaped drainage ditch is not to be constructed in concrete. Please refer to:- Bill of Quantities (Schedule 4.1.A - Item 4.1): Specifies unlined earthwork V-shaped drainage ditches, including excavation, trimming, grading, shaping, and formation of 1V:2H side slopes and longitudinal slopes.- Drawing QEH-GEN-RD-417 (Parking Stormwater Layout): Shows the triangular ditch section (Ditch Detail) with 1V:2H side slopes without concrete lining. Question No. 2: Is the V-drain the same level as the parking lot ? Answer: Please note that the top rim/edges of the V-drain tie directly into the finished pavement level to allow water to enter, while the ditch channel itself is recessed below the pavement surface (with 1V:2H side slopes and a 0.5%-0.6% longitudinal slope for Ditch 2).Please refer to drawing QEH-GEN-RD-417 (Ditch Detail), drawing QEH-GEN-IR-213 (Finished Pavement Levels), and Stormwater Report QEH-GEN-RD-471 (Section 5.1). Question No. 3: A Well is shown on the drawings but not in the BQ, can you kindly state if it is required. The Employer will not provide any luminaires or equipment. Question No. 6: Can you please confirm whether UNOPS projects in Barbados carry VAT /duty-free exemption status on imported materials and local labor? Answer: Pursuant to Article 19 (Duties and Taxes) of Section I: Instructions to Bidders and the tender Particulars, all bids must be submitted net of any direct taxes (including customs duties) and indirect taxes (including Value Added Tax - VAT).Regarding imported materials and equipment intended for incorporation into the permanent works, the Ministry of Health and Wellness (MHW) of Barbados, through the Queen Elizabeth Hospital (QEH), will facilitate duty-free exemption letters for items imported specifically to execute this Contract.To secure these exemption letters, the Contractor must submit detailed technical specifications of all planned imports to UNOPS and the Engineer for prior review and approval.The Contractor remains solely responsible for all related logistical and administrative costs, including customs brokerage fees, handling, and associated clearance expenses.
