New clarification added: Dear Bidders,Kindly find below the clarification requests received and the corresponding responses provided by UNOPS.Question 26: Description of Site arrangements that is to be provided for the Employer’s use: The contractor shall provide and maintain appropriate site arrangements and facilities for the Employer’s use throughout the duration of the contract. This shall include one dedicated room for UNOPS site engineers, which shall be properly furnished and equipped in accordance with UNOPS requirements, ensuring a suitable and functional working environment. The contractor shall be responsible for the provision, maintenance, and security of this facility, including utilities and basic services, for the entire contract period.Kindly confirm whether the above-mentioned site arrangements and facilities, including the dedicated room for UNOPS site engineers, are required to be provided and maintained by the Contractor throughout the entire contract period.Response 26: UNOPS will provide the site office for UNOPS Engineers. The contractor is not required to provide a site office to UNOPS.Question 27: Further to our previous request, we kindly request an extension of the proposal submission deadline until 10 October 2026, as several important technical and commercial matters remain outstanding and require clarification.In particular, clarification is still required regarding workstation drawings, K-Span roof leakage rectification, window glass treatment, demolition and disposal of materials, Contractor’s site office, furniture and kitchen appliances, skylight windows, and site facilities for UNOPS engineers. Please refer to Rev2 Drawing available under the document tab of E-Sourcing.Question 19: Regarding the rectification of leakage in the existing overall K-Span roof, please provide more details on the required scope of work.Kindly clarify the type and extent of repair/rectification works required, including whether it involves sealing of joints, repair of damaged areas, replacement of deteriorated sections, application of waterproofing/sealant, or any other remedial works.Please also provide the approximate affected area, if available, so that we can accurately assess and price the required works. Response 19: The rectification of the leakage area on the roof of the K - Span office building. The specification in the BOQ explains the “Rectification of leakage on existing over-all K-Span roof, including inspection, cleaning of affected areas, sealing of all visible gaps, cracks, joints, and penetrations using approved waterproof sealant. Works include supply of all necessary materials, tools, equipment, and skilled manpower. Activities shall cover removal of damaged sealant, surface preparation, application of waterproofing compound, replacement or tightening of loose screws/fasteners, installation of additional flashing where required, and ensuring full water-tightness of the roof. All works shall be executed in accordance with the engineer’s instructions, project specifications, and best roofing maintenance practices, ensuring a durable, neat, and long-lasting finish” The area of the K-span building is 600 Sq.m but the leakages to be sealed off are about 100 Sqm. Question 20: The Notes – Installation of Doors and Windows state that all window glass shall be provided with an anti-blast protective film for safety and durability.However, the description of the particular line item specifies tinted or Low-E coating on the existing glass. Please confirm whether the required treatment is anti-blast protective film, tinted/Low-E coating, or both, so that we can accurately price the item. If the material has already been selected, please provide the technical data sheet and manufacturer details Response 20: Yes you need to consider both for the windows mentioned under item #9 of BoQ, which are as below:- The anti blast film as mentioned in the BoQ under the General Notes of Doors and Windows.- As well you need to consider the EDGE requirement for the glasses of the existing windows which may need to be replaced as per the EDGE requirement mentioned clearly in the BoQ item #9. All window glasses shall be provided with tint and an anti-blast protective film for safety and durability. Question 21: There are several existing items to be demolished, including partitions, flooring, doors, windows, mechanical systems, and existing metal roofing.Please confirm whether the demolished material to be handed over to UNOPS and stored within the compound, or to be removed and disposed of outside the project site, with the materials becoming the Contractor’s responsibility/property. Response 21: During demolition, UNOPS will keep any useful salvaged materials. The Contractor is responsible for removing and disposing of all unneeded items outside the UN compound, as outlined in lines 3 and 4 of the BOQ.Question 22: During the site visit, we were informed that UNOPS will provide one room within the existing facility for use by the Contractor’s site staff as a temporary site office. Please confirm whether this arrangement will be provided by UNOPS, so that no separate site office arrangement will be required from the Contractor.Response 22: Yes, a temporary site office space within the construction site will be provided by UNOPS.Question 23: Please confirm that all furniture shown in the drawings, except for the workstations, will be provided by UNOPS and is therefore excluded from the Contractor’s scope of work.Response 23: The provision of all office furniture ( Working desk and chairs) with the sole exception of the workstations explicitly specified shall be the full responsibility of UNOPS and is strictly excluded from the Contractor's scope of work. Bidders must quote exclusively for the modular hybrid-office workstation units ( excluding office chairs) as detailed in the provided Bill of Quantities. The drawings are updated in page 87 and 88 for further details of the trunking, socket, dividers and the measurements. Response 12: The suggested technical specifications provided in the tender documentation were carefully calculated based on the precise physical layout and available installation space at the site. Bidders are permitted to quote higher efficiency models, but must not offer lower capacity options than specified, provided that the proposed solar panels do not exceed the available space and strictly remain within the physical dimensions of the currently suggested models.Question 13: As we have already submitted the RFQs to the relevant vendors/suppliers for the required materials and systems, some vendors, particularly the HVAC and Solar System suppliers, have requested additional time to prepare and submit their quotations. In addition, they require clarification on certain technical and commercial matters, for which clarification requests have already been submitted. Therefore, we kindly request an extension of the proposal submission deadline by two weeks, until 15 October 2026, and an extension of the deadline for clarification until 5 October 2026. Response 13: Unfortunately, due to the project timelines, we are unable to accommodate the request for a two-week extension. However, we have extended the tender by an additional three days to provide bidders with some additional time to incorporate the recent changes to the solicitation documents into their submissions.Question 14: Please confirm if any additional site visit can be arranged for the bidders who have missed the mandatory site visits? Response 14: This request has already been addressed and no further site visits will be conducted for this tender.Question 15: In the solicitation documents it is mentioned that bidders should have completed at least one (1) similar contract in Afghanistan. However, the qualification criteria do not specify any geographical limitation, Please confirm whether a similar contract completed outside Afghanistan will also be accepted? Response 15: No, please note that implementation conditions, local context, and resource availability vary across countries and therefore only similar projects completed in Afghanistan will be considered eligible. New clarification added: Dear Bidders,Kindly find below the clarification requests received and the corresponding responses provided by UNOPS.Question 01:Our company has completed a similar contract with a value slightly lower than the required minimum value of USD 250,000. Could you please clarify if this minor daviation would be acceptabe? Furthermore, please advise whether there is any alternative option, exception, or other means of demonstrating the company's eligibility?Response 01: If the solicitation requires a minimum contract value of USD 250,000 for a similar contract, a contract below this value would not be considered compliant with the requirement, even if the difference is minor. However, your company may still satisfy this requirement if it has completed other similar contracts that fully meet the minimum requirements. Please also note that there is no alternative option or exception to replace or waive the stated minimum requirements stated in the soliciation documents. Question 2: Please advise whether a site visit and a pre-technical meeting are possible?Respons 2: Please note that a mandatory site visit has been scheduled. Kindly refer to the Particulars Tab of the tender for the date, time, and location of the site visit.
