Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The consultant will lead the sector-level workstream linking productivity measurement to enterprise diagnostics, decent work and practical action in Jordan. The consultant will support selection of the pilot sector, map its data and institutional context, and design a recurring sector productivity and decent work monitor aligned with the national framework. The consultant will develop a light enterprise diagnostic survey covering firm performance, employment, working time, skills and training, technology, management, finance, markets, export readiness, resource use and waste, and working conditions, including sampling and repeat-implementation options. Using official and enterprise evidence, the consultant will analyse productivity and decent work constraints and prepare a concise, replicable sector scorecard. The consultant will facilitate validation and dialogue with government, employers’ and workers’ organizations, and sector associations, Sector Skills Councils and other relevant institutions; identify priority interventions, responsibilities, capacity-building needs and follow-up indicators; and contribute to the joint inception and final reporting.
