The International Organization for Migration, Mission in Sudan, hereby invites you to submit a proposal in accordance with the General Conditions of Contract and the Schedule of Requirements as set out in the attached Invitation to Bid.

We are pleased to announce the publication of the Health Sector Rehabilitation and Upgrading of Sinja Teaching Hospital. If you are interested in submitting a proposal in response to this new ITB, please prepare your proposal in accordance with the requirements and procedure as set out in this ITB and submit it by the deadline for submission of proposals set out in Section 3: ITB Data Sheet.

Should you require further clarification, kindly communicate with the contact person/s identified in Section 3 as the focal point for queries on this ITB.

Please note the following important conditions of this ITB and ensure that your Proposal is submitted in accordance with these conditions.

The Technical Proposal shall include the following:

• Form A: Bid Confirmation
• Form B: Checklist
• Form C: Bid Submission
• Form D: Bidder Information
• Form E: Joint Venture/Consortium/Association Information, if applicable
• Form F: Eligibility and Qualification
• Form G: Technical Bid
• Form H: Key Supervisory Staff Schedule
• Form I: Construction Schedule Form
• Form J: Construction Equipment and Machinery Schedule

Other required Documents:

• Valid Sudanese Registration Certificate in the Trading System (indicating official registration as an engineering and construction company)
• Valid Sudanese Taxation Certificate (tax clearance confirming compliance with national tax regulations)
• Copy of audited financial statements and Bank Statement for the last three years (2023,2024,2025) .
• Copy of POs, contracts, completion certificates to prove the indicated experiences. Min. 3 (three) similar projects have been implemented for IOM/UN/INGOs, private companies, or other organizations. etc. in the last 5 years
• Copy of Education Certificates for proposed Key Supervisory Project staff

Failure to submit complete required documents may result in disqualification at the evaluation stage.

The Proposer is required to prepare the Financial Proposal following the format below and submit it in a separate email with the mandatory subject line: ITB-SCU-AFDB-2026-45 Financial Proposal as indicated in the Instructions to Proposers. The Financial Proposal should align with the requirements of the Terms of Reference and the Proposer’s Technical Proposal.

Proposers are not allowed to quote prices partially. The Financial Proposal must be signed and stamped by an authorized signatory of the Proposer. Proposers should also submit a copy of the Financial Proposal in Excel Format.
