UNDP Bhutan is seeking proposals from eligible and qualified international consulting firms for the Assessment of Cleaner Technologies, Technology Transformative Pathways, Financing Framework, and Environmental Performance Monitoring for Ferroalloy, Steel, Cement, and Silicon Carbide Industries in Bhutan.

Brief objective of the assignment below:

The overall objective is to provide Bhutan with an evidence-based, financially realistic and institutionally implementable pathway for improving the environmental and climate performance of selected ferro-alloy, steel, cement and silicon carbide facilities, while strengthening the ability of regulators and industry stakeholders to plan, finance, monitor and sustain the transition.

The specific objectives are to:

    Assess the effectiveness, efficiency and environmental performance of existing industrial processes, technologies and pollution-control systems in selected facilities.

    Identify and prioritize technically suitable, financially feasible and operationally realistic cleaner-technology and process-improvement options.

    Quantify indicative energy, material, water, pollution and greenhouse-gas benefits, investment requirements, operating implications and payback periods.

    Develop facility- and sector-level technology transition pathways, including sequencing, financing options, enabling measures, skills and maintenance requirements.

    Strengthen the practical capacity of DECC and relevant authorities to evaluate technology, emissions, compliance, self-monitoring data and cleaner-production opportunities in alignment with NDC 3.0.
