1. Background The Kyrgyz Republic and the Republic of Uzbekistan have, since 2023, significantly expanded their political, diplomatic and economic relations, including the signature of a Declaration of Comprehensive Strategic Partnership and 25 bilateral agreements. As a direct consequence, cross border human mobility has grown sharply, from an estimated 3.9 million border crossings in 2020 to 11.3 million by the end of 2022, placing considerable strain on border management systems, sub national institutions and border communities on the Kyrgyz side. In this context, the United Nations Development Programme (UNDP), the United Nations Office on Drugs and Crime (UNODC) and the International Organization for Migration (IOM) are jointly implementing the Peacebuilding Fund (PBF) financed project "Strengthening capacities of institutions and border communities of Kyrgyzstan for increased cooperation with Uzbekistan" (the "Project"), with a total approved budget of USD 2,000,000 over 24 months, implemented in Osh, Jalal Abad and Batken provinces, including at eight (8) Border Checkpoints (BCPs). The Project is co implemented with the Presidential Administration, the Ministry of Foreign Affairs, the Border Service under the State Committee for National Security, the Ministry of Internal Affairs, the State Tax Service, the Ministry of Labor, Social Protection and Migration, the State Agency for Civil Service and Local Self Government, and local authorities and civil society in the target provinces. As part of its accountability, visibility and communication obligations to the Peacebuilding Fund and to national counterparts, and in line with the Project's institutional capacity building outputs, IOM Kyrgyzstan requires professional audio visual production services to document, communicate and disseminate the Project's activities, achievements and the strengthened capacities of partner State institutions engaged in border management, migration governance and cross border cooperation. Video content is required both as an institutional communication product for partner agencies and as a peacebuilding and visibility tool to build public trust and confidence in strengthened, human rights compliant and gender sensitive service delivery at the border, in line with the Project's Theory of Change and its Do No Harm and conflict sensitivity principles. IOM Kyrgyzstan therefore seeks to contract a qualified video production company to produce a defined package of institutional videos, event based short form video content like Reels, Shorts or TikTok, and one summary infographic video on Project achievements, for the period through 31 March 2027.
