Investment can contribute significantly to economic recovery, job creation and longer-term resilience in Nigerias fragile and conflict-affected states. It can strengthen productive capacity, expand market opportunities and support more resilient local economies and private sectors. Yet investment decisions in these contexts are shaped by risks that can interact across security and mobility, land and approvals, infrastructure, finance, institutional coordination, social legitimacy and market conditions. The challenge is therefore not simply to attract investment, but to strengthen the conditions in which viable investment can be confidently assessed, appropriately structured and sustainably implemented.
