New clarification added: Clarification No: 09Q1. Due the quantity for the desktops and Laptops being large, it would be highly appreciated if the delivery period can be extender 12 to 14 weeks.Q2. Because there is a global part shortage on semicondutor uses for Memory & SSD production. There for manufacturing lead time has been significantly has increased. Delivery lead time to Colombo will be at least 14 weeks. After reciving the goods to colombo end user needs to do custum clearance & we have to deliver items to island wide locations. It will take additional 2-3 weeks to arrange that as well. there for we suggested to increase delivery leadtime to at least 15-18 weeks.This will impacted to all global brands.Q3. Considering the requirement to deliver the desktop computers to multiple locations, including the associated logistics, coordination, and installation arrangements, we kindly request you to consider extending the delivery period from 10 weeks to 12–14 weeks.This additional time would enable bidders to plan procurement and logistics more effectively and ensure the smooth and timely delivery of the required equipment to all designated locations.Response to Q1-3Delivery timeline will not be extended due to tight project timelines.Q4: Laptop Computers : We are suggesting to get maximum memory upgradability on notebook upto 48 GB. In the practical scenario no one in Sri lankan market is using 64 GB memory for their notebooks. We suggested to get 16 GB single stick & get one slot free to easy upgrade.Response to Q4. "Supports Memory Upgradability to 64GB" - will remain unchangedQ5. Further to the amendments issued to the tender specifications, we have forwarded the revised technical requirements to the respective manufacturer for their review and confirmation of the applicable models and configurations. New clarification added: Clarification No. 07I am writing to formally request a procurement clarification regarding the tender ITB/2026/64265 for the Supply and Delivery of ICT Equipment to the Ministry of Health and Mass Media in Sri Lanka (Organization Unit: B5505 - APR, SAMCO, Sri Lanka).Upon reviewing the solicitation documents, we noted a critical discrepancy between the eligibility frameworks and the mandatory submission requirements. We kindly request formal guidance on the following points:Tender Particulars vs. Document Requirements: The Tender Particulars section explicitly states under Bidder Eligibility that "No nationalities are excluded from submitting a bid." This clause clearly permits international vendors to participate in the bidding process.Business Registration Conflict: Conversely, within the mandatory Bid Submission Documents checklist, bidders are required to provide a "Copy of valid Business Registration of the Bidder in Sri Lanka."This documentation requirement inadvertently excludes international manufacturers and suppliers who do not maintain a local legal entity or branch office inside Sri Lanka, which directly conflicts with the open nationality policy stated in the particulars.To ensure a transparent, fair, and compliant bidding process, could you please clarify, will UNOPS accept valid equivalent corporate registration documentation from an international bidder's home countryThank you for your time, consideration, and dedication to maintaining competitive and transparent procurement procedures. New clarification added: Clarification No. 03We are currently preparing our submission for tender reference ITB/2026/64265, set for submission on 25 September 2026.Due to ongoing global volatility in IT component supply chains and frequent price adjustments from major original equipment manufacturers (OEMs), our hardware suppliers are unwilling to commit to price validity beyond 30 days.Given that the anticipated contract award date is 23 October 2026 (28 days post-submission):Could UNOPS consider reducing the required bid validity period from 60 days to 30 days?Alternatively, if the 60-day bid validity must remain mandatory, could UNOPS confirm whether a price adjustment clause or OEM price revision allowance can be incorporated should award or purchase order issuance extend beyond 30 days?Response:Bid validity requirement shall remain as 60 days. Price adjustment clauses for bid validity beyond 30 days will not be included.

The submission must be made by the leading partner through their UNGM account.Authorization: If the forms are signed by a non-lead partner, the bid should accompany a duly executed Power of Attorney(POA) authorising the non-lead partner to sign the submission documents on lead partner's behalf.When a joint venture, consortium or association submits an offer:The Bid documents must be submitted in the name of the leading partner.The duly filled Form A: Joint Venture Partner Information Form together with copies of business registration for each of the joint venture partners and their audited financial statements for each of the last three (03) years must be submittedThe following evaluation method shall be applied:Each joint venture/consortium/association member must meet formal & eligibility criteria #1 & 4Lead partner of joint venture/consortium/association must meet formal & eligibility criteria #3 & qualification criteria #2All joint venture/consortium/association members combined must meet all other criteria
