These are operational controls rather than statutory development permits.The above identifies the permits and approvals presently anticipated for the Works. The Contractor remains responsible for identifying and obtaining any additional permit, licence, notification, inspection or statutory approval that becomes necessary as a result of its particular construction methodology, equipment, temporary works or proposed operations.

New clarification added: Clarification Note No. 2 (continued)Question No. 10: Clarification on Local Approval for Natural Gas Installation and ConnectionDrawing QEH-WTB-EM-623C-R02 – Natural Gas and Diesel Layout and the Natural Gas Technical Specifications indicate that the new natural gas system will be connected to the existing 3-inch gas pipeline serving the former incinerator building.Please confirm whether the installation of the new natural gas piping and its connection to the existing hospital gas system require approval, inspection and/or certification by the relevant Barbados authority or energy/gas authority. Answer: Yes, local approval, inspection, and certification are strictly required under the National Petroleum Corporation Act, Cap. 280 of Barbados. The awarded contractor must coordinate with the Barbados National Energy Company Limited (BNECL) to review plans, physically inspect the new internal piping, and witness mandatory pressure tests prior to authorising the final connection to the existing 3-inch pipeline. Furthermore, any associated electrical systems, such as control panels or shut-off valves, must be separately inspected and certified by the Barbados Government Electrical Engineering Department (GEED) before commissioning. Question No. 11: Clarification on Third-Party Testing and Certification for Steam Piping WeldsDrawing QEH-WTB-EM-640-R02 – Waste Management Building Steam System Layout does not clearly indicate whether third-party testing and certification are required for the steam piping welds.Please confirm whether the steam piping welds are required to be tested by an independent third party. Answer: Yes. Independent third-party testing and certification are strictly required for steam piping welds and any other weldings in the project. In accordance with the Barbados Factories Act, Cap. 347, all steam and pressure systems must be inspected and officially certified by an independent, recognized "Competent Person" prior to commissioning.All costs associated with engaging the independent third-party testing entity, conducting NDT inspections, providing weld certifications, and executing the required hydrostatic/pressure tests shall be deemed included in the Contractor's tendered rates. No separate or additional payment will be made for third-party weld testing or certification.Question No. 12: Clarification on Ground Floor FFL / NGL DatumDrawings QEH-AR-104-R02 and QEH-AR-105-R02 indicate “0.00 FFL = +0.30 NGL”, while other architectural drawings indicate that “0.00 FFL corresponds with -0.30 NGL.”Please confirm whether FFL 0.00 corresponds to +0.30 m NGL or -0.30 m NGL. No. As stipulated in Section IV, Schedule 2.2, the Contractor is required to allow for these expected short-duration work stoppage within their own proposed works programme and general pricing. A Provisional Sum should not be allocated for this.2. The duration of each occurrence will be measured continuously from the specific start time indicated in the Engineer's notice, up until the time the Engineer formally authorises the resumption of activities.3. The aggregate eight-hour limit will be calculated cumulatively within a single calendar month. The Engineer and the Contractor’s representative shall jointly record and sign off on the start and end times of all instructed workstopage in the daily/weekly site logs to ensure accurate tracking of the monthly total.4. Extensions of time and/or additional costs will only be considered if the cumulative duration of the work stoppage exceeds the aggregate limit of eight (8) hours in any calendar month. Exceeding the two-hour limit for a single occurrence does not independently entitle the Contractor to an extension of time unless the monthly aggregate threshold is also breached. Any claims arising from exceeding this monthly limit will be subject to evaluation by the Engineer in accordance with the relevant provisions of the General Conditions of Contract.5. A formal notice shall be issued by the Engineer to the Contractor's representative, provided as an attachment to an email. The timeframe for these notifications will be adjusted on a case-by-case basis, as it depends directly on immediate operational demands and emergency requests from QEH.6. Work stoppages that fall within the time limits explicitly specified must be allowed for in the Contractor's programme and price, and are therefore non-compensable.

New clarification added: Clarification Note No. 2Question No. 6: Clarification on Water Softener Supply and Treated Water Quality TestingDrawing QEH-WTB-PW-417-R02 – POTABLE WATER LAYOUT indicates a water softener, and Section V requires a dedicated water softening system in the steam boiler room. However, the responsibility for the supply of the water softener and the requirements for treated-water quality testing are not clearly defined.Please confirm whether the Water Softener shall be supplied and installed by the Contractor. Please also confirm whether the treated water quality is required to be tested. Answer: Please note that the water softening system will be supplied and installed by the Autoclave supplier, who will also be responsible for conducting the treated water quality testing during commissioning. No testing is required from the Contractor. Question No. 7: Clarification on Sprinkler System in ColdstoresUnder Drawing QEH-WTB-FS-709-R02 – Sprinkler, dry pendent sprinklers are specified for the cold store areas, while the associated sprinkler pipework appears to be part of a wet-pipe system.Please confirm whether this arrangement is intended and whether water within the wet pipework will affect the proper operation of the dry pendent sprinklers. Answer: Yes, the arrangement shown on Drawing QEH-WTB-FS-709-R02 is intended and complies with the project design requirements (Specification QEH-WTB-FS-702-R02, Section 6 / NFPA 13).Dry pendent sprinklers are specifically engineered to protect refrigerated/freezing spaces served by a wet-pipe system. The wet pipework is installed outside/above the cold store envelope in a non-freezing ambient area, while the dry barrel assembly keeps water out of the cold space until the sprinkler head is activated. Consequently, water within the wet pipework will not freeze or adversely affect the proper operation of the dry pendent sprinklers. Question No. 8: Clarification on Volume Dampers and Fire Dampers in HVAC Branch DuctsThe HVAC layout drawings indicate the use of volume dampers (VD/VDC) and fire dampers (FD); however, the locations and identification of these dampers are not fully indicated on some supply and exhaust branch ducts.Please review and update the relevant HVAC drawings to clearly indicate the required locations and types of volume dampers and fire dampers on the applicable supply and exhaust branch ducts. Answer: The design drawings and technical specifications provide sufficient detail for bidding purposes; no updates to the drawings will be issued. If insulation is required, please confirm the material and thickness.Answer: The 25 mm mineral-wool insulation requirement specified in the HVAC Technical Specifications (QEH-WTB-EM-618-R02) applies specifically to exhaust ducts serving the coldstore rooms.Drawing QEH-WTB-EM-623A-R02 governs the supply ductwork layout; however, no supply ventilation is provided for the coldstore rooms. Given the technical nature and complexity of the works, we anticipate that the meeting may result in additional clarifications, responses, or information that will need to be carefully reviewed and incorporated into our technical and financial submission.The project requires detailed coordination of the civil, structural, mechanical, electrical, wastewater treatment, procurement, construction methodology, programme, and commercial components.
