RFP - Design, Development, Deployment, Capacity Building and Technical Support
The Government of Tanzania, through the Tanzania Wildlife Research Institute (TAWIRI), with support from UNDP and funding from the Government of Japan through the TICAD Window, is implementing a project aimed at strengthening institutional and community capacities to manage Human–Wildlife Conflict (HWC) through advanced technology solutions.
Under Output 1.1, the project seeks to establish:
- A Vehicle and Village Game Scout (VGS) Tracking System;
- A Pilot Wildlife Management Area (WMA) Monitoring Hub;
- A Performance Visualization System.
These systems are intended to improve wildlife monitoring, enable early warning and rapid response, improve patrol coordination, strengthen evidence-based decision making, and support future extension of the system to other WMAs. Through continuous technical consultations and engagement with TAWIRI, UNDP, government authorities and local stakeholders, the consultancy will ensure that the systems are designed and deployed in a manner that reflects:
- Human–wildlife conflict dynamics in the Makao ecosystem;
- Local community operational realities;
- Existing elephant-collar tracking infrastructure;
- Data privacy and security requirements;
- Government requirements for local hosting, ownership and management of wildlife data; and
- Connectivity, power supply and other field-operational constraints.
All systems shall be hosted on servers physically located in Tanzania and managed by authorized government institutions. Wildlife movement data and other sensitive operational information shall not be transferred to external cloud environments.
The Contractor shall undertake the following activities to design, develop, test, deploy and operationalize an integrated HWC monitoring and early-warning platform. The Contractor shall propose measurable performance targets for each predictive function, including precision, recall, false-positive rate, prediction horizon, and model confidence measures
