Dear Bidder,
The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.
Below is a summary of the work to be performed:
The consultant will support the Directorate General of Vocational and Technical Education (DGVTE), in coordination with the ILO and the National Strategic Framework (NSF) Central Working Group, to review, update and finalize Lebanon’s NSF for TVET 2025–2029 and its action plan. The assignment will ensure that the NSF responds to national priorities, socioeconomic developments, labour-market and skills needs, and lessons from recent crises, while strengthening the quality, relevance, inclusiveness, resilience and sustainability of TVET.
The consultant will: (i) conduct a desk review and diagnostic assessment of the TVET sector; (ii) consult government, social partners, TVET institutions, youth, civil society and development partners; (iii) revise the NSF’s strategic direction; (iv) update the NSF and action plan, including interventions, activities, responsibilities, indicators, timelines and indicative costs; and (v) facilitate validation and incorporate stakeholder feedback.
Deliverables, in Arabic and English, include a draft revised NSF strategy, a validation report, and the final NSF incorporating feedback from the validation process.
