New clarification added: Dear Bidder,Thanks for your clarification request, please recive our response as below:Q1: Regarding LOT 2, Infant Incubator (27 units), we would like to know the exact quantity to be delivered to Yangon and Nay Pyi Taw respectively. This information is quite important for us to calculate costs for installation, commissioning, on‑site training and 2‑year maintenance services, as it directly impacts travel expenses and man‑hour planning.Ans 1: The detailed distribution breakdown is currently unavailable, so we are unable to provide those specific quantities.,Q2: As our product is not registered in Myanmar, will a Myanmar Ministry of Health FDA Medical Device Import Certificate be provided in addition to the Tax Exemption Certificate? Or alternatively can a letter with a UNOPS letterhead explaining the reason why it is not required be provided please? (in addition to the Tax Exemption Certificate).Ans 2: According to Myanmar regulatory requirements, a Tax Exemption Certificate exempts the item from import duties and taxes. However, as these goods are designated for the Ministry of Health, the clearance process will be initiated directly by the Department of Food and Drug Administration under the Ministry of Health. Thanks & best regardsProcurement Team

New clarification added: Dear Bidder,Please receive our response as below:1. Delivery schedule – single shipment or partial shipments(a) Whether the contract for the three lots will be signed together.Response: Contract awardees are not yet determined; however, if your firm is selected for multiple lots, a combined contract covering all awarded lots will be issued.(b) Whether each Lot will be shipped and delivered independently of the other Lots (for example, Lot 1 and Lot 3 delivered earlier than Lot 2), each within the 60-day period.Response: Independent shipments are permissible, provided full delivery for all items is completed within the 60-day schedule.(d) Whether the quantity under Lot 2 (27 infant incubators) may be split into more than one shipment, given that lot-splitting may be required by production and export-licence lead times.Response: Both partial and consolidated deliveries are acceptable, on the condition that final delivery occurs within 60 days. 2. DAP delivery: customs clearance and unloading in Myanmar, and responsibility for delay beyond 60 days(a) The number of calendar days normally required to complete import customs clearance and obtain release of a UNOPS-consigned medical equipment shipment at the port / airport of entry in Myanmar (e.g. Yangon), so that we can plan production, export and the 60-day delivery period.Response: UNOPS will issue the Tax Exemption Certificate (TEC) for the importation process. The awarded contractor must furnish complete shipping documentation, after which the shipment should be ready for dispatch within 60 days. Following receipt of the approved TEC, custom clearance typically takes about 4 weeks.(b) Whether UNOPS will issue, before shipment, the documents required for importation and release – including any import licence or permit, the duty- and tax-exemption certificate, any Ministry of Health / Myanmar FDA medical-device import authorisation, and full consignee and notify-party details – and the lead time for issuing them.Response: UNOPS is responsible for providing the Tax Exemption Certificate (TEC), while the selected supplier must provide complete shipping documents. The processing time to secure the TEC application is estimated at 2 to 3 weeks.(c) Whether unloading at the named place of delivery, and inland transport from the port of entry to that place, are arranged and paid for by UNOPS, and the number of days normally required for these operations.Response: In accordance with DAP Incoterms, UNOPS handles import clearance and unloading operations.(d) Confirmation that where a delay beyond the 60-day delivery period is caused by importclearance, customs inspection, unloading arranged by UNOPS or the consignee, or any other act or omission on the buyer's side, the supplier shall not be held responsible for that delay; that no liquidated damages, penalty or other liability shall arise; and that the delivery period shall be extended by a period at least equal to the delay so caused. We would of course notify UNOPS promptly in writing of any such event. A clear allocation of the clearance and unloading window is essential for us to commit to the 60-day period without adding a contingency that would inflate the offered price.Response: Confirmed. Should delays beyond the 60-day delivery period arise from import clearance, customs inspection, or unloading arrangements managed by the buyer, the seller shall not incur liquidated damages, penalties, or other liabilities.3. Infant incubator Request UNOPS to clarify:(a) Whether Interpretation A or Interpretation B applies, expressed per incubator.Response: The word “Extra” means quantities additional to the standard components required for normal operation of each incubator. Accordingly, each incubator shall be supplied with: One mattress fitted/supplied as part of the standard configuration, plus two additional mattresses — minimum total: three mattresses per incubator. One skin-temperature sensor/probe supplied for normal operation, plus two additional compatible sensors/probes — minimum total: three sensors/probes per incubator. One humidifier chamber fitted/supplied for normal operation, plus two additional compatible humidifier chambers — minimum total: three humidifier chambers per incubator.(b) Whether the IV pole and the under-shelf cabinet are to be supplied as integral parts of the incubator – the technical specification already requires “a height-adjustable IV pole having at least two hooks” and an “integrated enclosed storage cabinet with at least two shelves” – orwhether separate or additional items are expected with each unit.Response: The IV pole and under-shelf cabinet are not required as additional duplicate items. Each incubator shall be supplied with: One height-adjustable IV pole with at least two hooks, forming part of or securely attached to the incubator; and One integrated enclosed under-shelf storage cabinet with at least two shelves. Thanks & best regardsProcurement Team
