Call for External Collaborator – Development of Training Modules for the Digital Literacy for Social Protection Programme, ILO Labour and Social Protection Department, SOCPRO, ILO HQ, Geneva.

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: ILO is seeking an external collaborator to support the development of a comprehensive Digital Literacy for Social Protection training programme under the Digital Convergence Initiative (DCI), implemented as part of the project “Supporting the Digital Transformation of Social Protection Systems Globally towards Achieving the Goal of Universal Social Protection 2030”. The assignment will translate the existing Digital Literacy for Social Protection framework into five complete, ready-to-deliver training modules covering: digital literacy for staff; digital literacy for beneficiaries; partnerships and ecosystem collaboration; governance and implementation; and continuous support and safe digital use. Each module will include core training content, facilitator and participant materials, slide decks, learning games and interactive exercises, as well as assessment instruments suitable for both facilitated delivery and later adaptation into self-paced learning. The external collaborator will review relevant DCI and ILO materials, prepare an inception note and harmonized module template, develop the five modules, support a training-of-trainers and piloting process and revise the materials based on feedback. The final package should be practical, engaging and suitable for international adaptation, while integrating a rights-based approach, digital inclusion, accessibility, gender equality, data protection and responsible use of technology.
