The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.
Below is a summary of the work to be performed:
An experienced consultant is sought to conduct an evaluability assessment of the EU-funded project, “Strengthening Inter-Regional Cooperation for Safe, Regular and Orderly Labour Migration in Ethiopia.” The assignment will determine whether the project’s design and monitoring, evaluation and learning system are coherent, measurable and operationally feasible to support credible performance monitoring, learning, adaptive management and future evaluations. It will include a review of the Theory of Change, results chain, indicators, baselines, targets, data sources, collection tools, governance arrangements and stakeholder participation. The consultant will undertake a document review, indicator-level audit, stakeholder consultations, data-system walkthroughs, field observation in Addis Ababa and at least one project region, and a validation workshop. Key deliverables include an inception report, revised MEL framework and tools, evaluability assessment report, validation presentation, and final report with prioritized and time-bound recommendations. The assignment is expected to require 25 working days.
