Dear Bidder, The International Labour Office (ILO) is looking for an individual consultant to undertake work as an External Collaborator. Below is a summary of the work to be performed: Under the framework of the second phase of the project "Support to Free Movement of Persons and Transhumance in the IGAD Region (FMPT II)", funded by the European Union, the ILO is supporting the Horn of Africa Confederation of Trade Unions (HACTU) in strengthening trade union engagement in the implementation of the IGAD Protocol on Free Movement of Persons (IPoFMP). The ILO seeks to recruit an international consultant to develop a Position Paper on Free Movement of Persons from trade union perspective, together with an Advocacy Brief to support HACTU's advocacy efforts at national and regional levels. The consultant will undertake a desk review, document analysis, conduct consultations with HACTU, its affiliates, IGAD and other relevant stakeholders, and prepare a Position Paper presenting evidence-based analysis, strategic recommendations and key advocacy messages. The consultant will also prepare an Advocacy Brief and present the findings during a virtual regional validation workshop and finalize both documents by incorporating comments received from the ILO, IGAD, HACTU, its affiliates and other relevant stakeholders.
